About this opportunity

The US Geological Survey is soliciting applications for a one-year cooperative agreement with North Atlantic Coast Cooperative Ecosystem Studies Unit (CESU) partners to develop next-generation GeoAI-enabled data infrastructures for hydrology and elevation data sharing, with applications due July 5, 2026. Only participating CESU partners in the North Atlantic Coast region are eligible to apply. The anticipated award is $49,995 with a negotiated indirect cost rate of 17.5% for CESU recipients.

The project requires developing ontologies for explicit computer-interpretable semantics of USGS National Map data, expanding and integrating vocabularies to semantically link hydrological and elevation datasets across multiple USGS sources, and validating ontologies within a knowledge graph framework for querying and reasoning about authoritative hydrology and elevation data. Proposals must include a cover page with recipient information, principal investigator and co-PI details, USGS collaborators and cooperators, available facilities, and staff experience; a proposal narrative addressing introduction and problem statement, clearly defined objectives with geographic scope, detailed procedures and methods, planned products with dissemination strategy, project timeline with milestones, and references; and a Data Management Plan describing data types, metadata standards, access and sharing policies, and archiving plans. Budget narratives must be organized by SF-424A object class categories with itemized personnel, fringe benefits, supplies, equipment, contractual services, travel, and other direct costs.

Proposals are evaluated on purpose and relevance (30 points), technical approach (25 points), budget justification (20 points), and qualifications and experience (25 points). All geospatial data produced or collected must be submitted in open file formats with complete feature-level metadata compliant with Federal Geospatial Data Committee standards and approved open data standards. Recipients must submit annual progress reports and final technical reports within specified timeframes, acknowledge USGS support in all publications, and comply with 2 CFR Part 200 and Department of the Interior regulations 2 CFR Part 1402. The Funding Opportunity Number is G26AS00131 (CFDA 15.808).

Synopsis

The USGS is offering a funding opportunity to a CESU partner for research focused on developing the next generation of authoritative, semantically enriched GeoAI-enabled data infrastructures for sharing of hydrology and elevation data and knowledge.
