About this opportunity
The U.S. Geological Survey (USGS) Western Ecological Research Center is soliciting a cooperative agreement from a member university of the Californian Cooperative Ecosystem Studies Unit (CESU) to conduct research on coastal wetland and seagrass ecology in the Pacific Region, specifically the Mariana Archipelago. The project aims to support natural resource management and national security objectives by analyzing ecosystem processes, creating planning documents, and investigating environmental influences on coastal ecosystem restoration. Proposals will be evaluated across four equally weighted categories: research purpose, technical approach, budget justification, and qualifications, with each category worth 25 points. Applicants must be a CESU member university and submit their proposal through Grants.gov using Funding Opportunity Number G26AS00070. The submission deadline is February 13, 2026, with technical questions to be directed to Dr. Karen Thorne and grant management inquiries to Rachel Miller.
The total estimated funding for this cooperative agreement is $495,000, with $300,000 available for the first budget year and additional funding contingent on satisfactory progress. The project is designed as a three-year cooperative agreement, focusing on developing planning documents for coastal ecosystems, surveying ecosystem health, and synthesizing data into reports and publications. The primary performance locations will be in the Pacific Region, specifically targeting Guam and Tinian in the Mariana Archipelago. Geospatial data produced during the project must adhere to Federal Geospatial Data Committee guidance and be submitted in an open format with complete metadata. The research will directly support land management efforts by the Department of Defense and other agencies in understanding and restoring coastal wetland and seagrass ecosystems.
Synopsis
The USGS Western Ecological Research Center is offering a Cooperative Agreement funding opportunity to a member university of the Cooperative Ecosystems Studies Unit (CESU) program in the analysis and writing for coastal wetland and seagrass ecology relevant to natural resource management and national security for Pacific Coast wetlands and Department of Defense (DoD) installations in the Mariana Archipelago. Coastal wetlands and seagrass provide numerous ecosystem services. Land management by states, DOI, and DoD need research to help inform best practices for wetland and seagrass management and restoration in the areas of the Pacific Region, Mariana Archipelago comprised of Guam and Tinian, among other areas. There is a need to assist in the development and implementation of plans (e.g., watershed, wildfire, restoration plans) for DoD and others to assist in their planning and implementation of projects.
