About this opportunity
The U.S. Geological Survey Powell Center solicits applications for a cooperative agreement supporting research on "A spatially explicit framework to assess the risk of aquatic contaminants to insectivorous birds," with an application due date of November 14, 2026. Eligible applicants must be participating partners of the Rocky Mountain Cooperative Ecosystem Studies Unit; no other applicant types are eligible, and no cost sharing is required.
This single award carries a ceiling and floor of $100,000, with a two-year performance period from January 1, 2027, through December 31, 2028. The research will predict how contaminant and nutrient fluxes from adult aquatic insects create risk landscapes for aerial insectivorous birds across the U.S. and Europe. Required deliverables include Bayesian models predicting aquatic contaminant impacts on bird diet quality and quantity; spatially explicit vulnerability assessments and risk maps; identification of data gaps in aerial insectivore decline pathways; and an interactive web application developed using R Shiny or ESRI online products. All publications and data must follow USGS guidelines, acknowledge USGS support, and comply with Federal data sharing requirements and Federal Geospatial Data Committee standards.
Merit review allocates 30 points to purpose, objectives, and relevance; 25 points to technical approach; 20 points to budget justification and clarity; and 25 points to qualifications, experience, and past performance. Applicants must submit SF-424, SF-424A or SF-424C, Project Abstract Summary, DOI R&D Current and Pending Support form, DOI R&D Biographical Sketch, project narrative, and budget narrative. The indirect cost rate is capped at 17.5%. Funding under CFDA 15.808.
Synopsis
U.S. Geological Survey's (USGS) Powell Center solicits research on "A spatially explicit framework to assess the risk of aquatic contaminants to insectivorous birds." This project will predict how contaminant and nutrient fluxes by adult aquatic insects contribute to a landscape of risk for aerial insectivorous birds. The research synthesis project will map areas of elevated risk for aerial insectivorous birds across the U.S. and Europe from contaminant effects on aquatic insect prey. Specifically, this project will elucidate the spatial patterns of risk due to prey loss and contaminant exposure through diet. This synthesis will enhance understanding of the spatial extent of aquatic contaminant fates and the impacts of those contaminants on aerial insectivores. This work will support species and habitat management by equipping decision makers with the tools to anticipate where and to what extent aquatic-borne contaminants and their (re)distribution across the landscape pose risks to environmental health at local, regional, and continental scales.
Eligibility
This financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Units (CESU) Program. CESU's are partnerships that provide research, technical assistance, and education. Eligible recipients must be a participating partner of the Rocky Mountain Cooperative Ecosystem Studies Unit.
