About this file
This is a geospatial data requirements attachment outlining compliance obligations for federal award recipients under the Department of the Interior. Recipients must conduct due diligence searches on GeoPlatform.gov to determine if required geospatial datasets already exist before producing new data. If existing data is available, recipients must use it; if not available, new geospatial data must be produced in accordance with Federal Geospatial Data Committee (FGDC) standards found at www.fgdc.gov. All GIS data files must be submitted in open formats with complete feature-level metadata compliant with approved open data standards. Additionally, 2 CFR 1402.315 establishes that all data, methodology, analyses, and scientific assessments produced under the financial assistance agreement are available for Department of the Interior use and can be reproduced, published, or used by the federal government and authorized third parties for federal purposes and independent verification.
The cooperative agreement for the Rocky Mountain Cooperative Ecosystem Studies Unit addresses a USGS Powell Center research project mapping risk landscapes for aerial insectivorous birds from aquatic contaminants across the U.S. and Europe. Funded under CFDA 15.808 (U.S. Geological Survey Research and Data Collection), eligible recipients must be participating partners of the Rocky Mountain CESU. The broader program portfolio totals $1.52 billion in federal dollars obligated across 6,281 awards, with cooperative agreements comprising 84 percent of awards and award sizes typically ranging from $30,000 to $2.73 million. Applications are submitted through grants.gov using SF 424 forms and are subject to 2 CFR 200 and 2 CFR Part 1402 regulations.

Geospatial Requirements:
The Geospatial Data Act of 2018 outlines specific requirements for federal recipients when collecting or producing geospatial data using Department of the Interior financial assistance funds. Here’s a summary of the key points:
· Due Diligence Search: Federal recipients must first check the GeoPlatform.gov list of datasets to see if the needed geospatial data, products, or services already exist.
· Use of Existing Data: If the required data is already available, recipients must use it rather than producing new data.
· Production of New Data: If the needed data is not available, recipients must produce new geospatial data, products, or services in accordance with guidance and standards established by the Federal Geospatial Data Committee (FGDC), which can be found at www.fgdc.gov.
· Submission Requirements: Recipients must submit a digital copy of all GIS data produced or collected under the award to the relevant bureau or office.
· Data Format: All GIS data files must be in an open format.
· Metadata Requirements: All delineated GIS data (such as points, lines, or polygons) should be compliant with approved open data standards and include complete feature-level metadata.
These requirements ensure that geospatial data is managed efficiently, used appropriately, and made accessible in a standardized format for future use and sharing. open data standards with complete feature level metadata.
2 CFR 1402.315 Availability of Data

(b) The Federal Government has the right to:
(1) Obtain, reproduce, publish, or otherwise use the data, methodology, factual inputs, models, analyses, technical information, reports, conclusions, or other scientific assessments, produced under a federal award; and
(2) Authorize others to receive, reproduce, publish, or otherwise use such data, methodology, factual inputs, models, analyses, technical information, reports, conclusions, or other scientific assessments, for federal purposes, including to allow for meaningful third-party evaluation.
