About this opportunity

The National Institutes of Health National Human Genome Research Institute (NHGRI) is soliciting applications under a cooperative agreement (UM1) to establish computational modeling and analysis centers within the Impact of Genomic Variation on Function (IGVF) Consortium, with applications due by 5:00 PM local time on December 15, 2026. Clinical trials are not permitted. Applicants must submit through NIH ASSIST, institutional system-to-system solutions, or Grants.gov Workspace, with an open submission date of November 14, 2026; the earliest project start date is July 2027.

Eligible applicants include higher education institutions (public and private), state and county governments, tribal governments and federally recognized tribal organizations, 501(c)(3) and non-501(c)(3) nonprofits, for-profit organizations, small businesses, and other entity types. Non-domestic entities and non-domestic components of U.S. organizations are eligible; foreign subawards and subcontracts are prohibited, but unfunded international collaborations, foreign consultants, and procurement from foreign vendors are permitted.

Centers must develop predictive models determining the impact of genomic variation on genome function and phenotype; share predictions through the IGVF catalog and data portal; guide experimental design optimization; provide analytical expertise for consortium-wide integrative analyses; and collaborate on data integration. Research is limited to mammalian systems with preference for human studies using samples from genetically diverse populations. All data, methodologies, and analytical tools must be contributed to the IGVF Data and Coordinating Center. Centers must participate in working groups, steering committee meetings, and ensure consortium resources are accessible to diverse users.

The funding opportunity number is RFA-HG-27-010, assigned to Assistance Listing 93.172 (Human Genome Research). Scientific merit review is scheduled for August 2027, with advisory council review in September 2027.

Synopsis

The purpose of this Notice of Funding Opportunity (NOFO) is to solicit applications to develop, apply, and test predictive models and perform integrative analyses to determine the impact of genomic variation on genome function. Centers funded through this initiative will become a part of the Impact of Genomic Variation on Function (IGVF) Consortium. As consortium members, centers will work together to ensure all consortium resources are accessible to a wide variety of potential users. Centers also will collaborate with other consortium components to guide and optimize IGVF experimental design, to provide analytical expertise and support for consortium-wide efforts, and to develop and execute shared analysis strategies to meet consortium goals.

Eligibility

Refer to Section III. Eligibility Information in the NOFO for additional information on eligibilityForeign Organizations/Foreign CollaborationsNon-domestic (non-U.S.) Entities (Foreign Organizations) are eligible to apply.Non-domestic (non-U.S.) components of U.S. Organizations are eligible to apply.Foreign components, as defined in the NIH Grants Policy Statement, are allowed. NIH will no longer issue awards (i.e., new, renewal, or non-competing continuation) to domestic or foreign entities that involve foreign subawards/subcontracts. All NIH-funded research involving foreign subawards/subcontracts must be submitted in response to a NOFO that is specifically designated for funded international collaborations. See NIH Grants Policy Statement 16.8 Collaborative International Research Awards.Applications involving foreign subawards/subcontracts submitted in response to this NOFO will be deemed noncompliant and will not be considered for funding. This policy applies to all monetary international collaborations resulting in foreign subawards/subcontracts, however, it does not preclude unfunded international collaborations or foreign components, funding for foreign consultants, or procurement of unique equipment or supplies from foreign vendors.
