About this opportunity

The National Institute of Dental and Craniofacial Research (NIDCR), with co-funding from the Office of AIDS Research, National Institute on Minority Health and Health Disparities, Office of Research on Women's Health, and Office of Disease Prevention, is soliciting UG3/UH3 phased cooperative agreement applications to evaluate, implement, and test population-based interventions addressing oral disease burden through cross-sector partnerships in communities, with rolling application deadlines of October 16, November 16, and annually thereafter through November 17, 2028.

Eligible applicants include higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, city and county governments, state governments, tribal governments (federally recognized), tribal organizations (not federally recognized), public or Indian housing authorities, special district governments, independent school districts, and other entities operating domestically. Non-domestic entities and foreign components of U.S. organizations are ineligible.

The UG3 Phase 1 supports up to two years of developmental and feasibility activities with direct costs up to $300,000 per year. The UH3 Phase 2 provides up to five additional years of implementation at up to $650,000 per year, contingent upon meeting specified Go/No-Go transition milestones. Maximum total project period is seven years. Applications must include specific aims for both UG3 and UH3 phases, annual and transition milestones, theory-driven conceptual frameworks addressing social and chronic disease risk factors, meaningful community engagement with documented cross-sector partners in key roles, and budgets for mandatory travel to an inaugural meeting in Bethesda, Maryland, CEACR expert consultation fees at $6,000 per consultation, and SCHARE cloud platform data storage costs. Applicants must demonstrate existing community partnerships, participate in the ADAPT Consortium steering committee, and leverage existing data systems. Applications without both UG3 and UH3 specific aims, transition milestones, cross-sector partners, or community-centered activity budgets will not be reviewed.

Funded projects join the Community-Based Participatory Research (CBPR) Consortium—Advancing Data and Practice Transformation (ADAPT)—which receives consultative services from the NIH Community Engagement Alliance Consultative Resource and participates in the Science Collaborative for Health Disparities and Artificial Intelligence Reduction of Errors platform to promote data use and transformational community engagement optimizing oral health across the lifespan.

CFDA numbers are 93.121, 93.307, 93.310, and 93.313. Applications are reviewed for scientific and technical merit by peer review and for program relevance by advisory councils.

Synopsis

The purpose of this Notice of Funding Opportunity (NOFO) is to solicit UG3/UH3 phased, cooperative agreement research applications to evaluate, implement, and/or test population-based interventions to policies, programs, and/or practices for promoting integration of services, systems, and/or values by leveraging cross-sector partnerships in communities. Such interventions must address social and chronic disease common risk factors and/or barriers driving oral disease burden in communities. Projects funded through this funding opportunity and a separately funded Community Engagement Evaluation and Data Coordination hub (CEED) will form a Community-Based Participatory Research (CBPR) consortium: Advancing Data and Practice Transformation (ADAPT), which will receive consultative services from the NIH Community Engagement Alliance Consultative Resource (CEACR) and join in the Science Collaborative for Health and Artificial Intelligence Reduction of Errors (SCHARE) platform for the overarching goal of promoting data use and transformational community engagement to optimize oral health for all people across the lifespan.
