About this opportunity
The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a grant to fund enhanced forensic accounting training and technical assistance in Bosnia and Herzegovina, with applications due July 15, 2026. One award of $250,000 to $350,000 is anticipated under the Criminal Justice Systems program (CFDA 19.703). Eligible applicants are U.S.-based and foreign-based non-profit organizations and educational institutions; for-profit organizations and public international organizations are excluded. Cost sharing is recommended but not required.
The project targets transnational criminal organizations exploiting Bosnia and Herzegovina and the Balkan route for narcotics, weapons, and migrant trafficking while laundering hundreds of millions of dollars annually. Prosecutors and law enforcement investigators currently lack specialized financial investigation skills needed to disrupt these networks. Work is performed in Bosnia and Herzegovina with a 24- to 36-month implementation period estimated to start October 2026.
Key activities include developing practice-oriented forensic accounting curriculum tailored to Bosnia and Herzegovina's legal framework, delivering specialized training courses to prosecutors, law enforcement officials, and financial crime specialists, and establishing a self-sustaining continuing education hub that operates independently after U.S. funding concludes. Activity 3 allows personnel costs for Bosnia and Herzegovina-based staff or academic institutions and equipment or instructional materials as allowable expenses; equipment valued over $10,000 per unit must be listed under Equipment, with items under $10,000 classified as Supplies.
Technical evaluation emphasizes project analysis and design (50 points), program monitoring and risk management (25 points), institutional record and capacity (10 points), and cost effectiveness (15 points). Applications require SF-424 and SF-424A forms, a proposal narrative (maximum 20 pages), performance monitoring plan, project risk analysis, budget and budget narrative, organizational information, and management capability documentation. All applicants must obtain a Unique Entity Identifier and register in SAM.gov. Questions must be submitted by June 15, 2026.
