About this opportunity

The National Institute of Food and Agriculture is soliciting applications for the Children, Youth, and Families at Risk 4-H Military Partnership Professional Development and Technical Assistance program, with applications due July 20, 2026, for a single award of $550,000. This is a new three-year award with potential continuation funding for up to two additional years contingent on satisfactory progress and funding availability.

Eligible applicants are restricted to Cooperative Extension at land-grant institutions: 1862 Land-grant Institutions, 1890 Land-grant Colleges and Universities (including Tuskegee University, West Virginia State University, and Central State University), 1994 Land-grant Institutions, and the University of the District of Columbia. Award recipients may subcontract to organizations not eligible to apply when necessary for project conduct.

No matching funds or cost share are required. No indirect costs are permitted; costs that are part of an institution's indirect cost pool may not be reclassified as direct costs. Facility-related expenditures and tuition remission are not allowable.

The project period runs from September 1, 2026 to August 31, 2029. Applicants must propose a three-year Plan of Work addressing three strategic objectives: Professional Development (identifying training needs and creating delivery plans), Communication (developing partnership communication strategies and marketing materials), and Evaluation (creating measurement and data collection plans with annual reporting).

Submissions must include a Project Narrative (maximum 12 pages plus 7 pages for figures and tables), Data Management Plan, Logic Model, and detailed Budget and Budget Narrative, submitted electronically through Grants.gov. NIFA evaluates applications using three equally weighted criteria: potential for successfully supporting program implementation and capacity, proposed approach soundness, and budget adequacy and cost-effectiveness. Applications undergo two-stage peer review, first screening for administrative compliance, then evaluating scientific and technical merit.

The program operates under Assistance Listing 10.521, authorized by section 3(d) of the Smith-Lever Act.

Synopsis

The purpose of the CMP-PDTA, under assistance listing 10.521, is to support the implementation and capacity of the 4-H Military Partnership and Outreach Support Program.
