About this program
The National Institute of Food and Agriculture (NIFA) within the U.S. Department of Agriculture operates the Children, Youth and Families At-Risk program (Assistance Listing 10.521) to fund community-based educational programs for at-risk youth and families through the Cooperative Extension System, with the most recent grant opportunities closed as of September 1, 2026.
The program operates two distinct funding streams. The Sustainable Community Projects (SCP) component supports locally tailored educational programs designed to equip at-risk and limited-resource children, youth, and families with skills for positive life outcomes, grounded in research and addressing one of four national outcomes. The 4-H Military Partnership component provides professional development and technical assistance to Extension systems to deliver educational programs for military-connected youth. Both components emphasize collaboration across disciplines and integration into existing Extension programming to ensure continued access and resources for target populations.
NIFA awards grants exclusively to land-grant institutions' Extension services: 1862 land-grant colleges and universities, 1890 land-grant institutions (including Tuskegee University, Central State University, and West Virginia State University), 1994 land-grant institutions, and the University of the District of Columbia. Recipients may subcontract to non-eligible organizations as necessary. Project periods do not exceed five years, including no-cost extensions. Indirect costs and tuition remission are not allowable; funds cannot support facility renovation, fixed equipment installation, or construction.
Grant opportunities have been posted regularly. Recent solicitations include the CYFAR Professional Development and Technical Assistance Program (due September 1, 2026, USDA-NIFA-SLBCD-012078), the 4-H Military Partnership Professional Development and Technical Assistance opportunity (due July 20, 2026, USDA-NIFA-SLBCD-011998), and the Sustainable Community Projects solicitation (due February 15, 2024, USDA-NIFA-SLBCD-010312). The program has maintained a consistent annual funding cycle with opportunities posted approximately once per year for each component.

- Description
The CYFAR initiative is a national program designed to address the needs of at-risk populations by providing funding and resources for Sustainable Community Projects (SCPs). These projects are tailored to meet locally identified needs and are grounded in research to ensure they deliver quality programs that foster positive life outcomes for children, youths, and families.
Eligibility
- Applicant eligibility
Applicants for the CYFAR must meet all the requirements discussed in this NOFO. Applications may only be submitted by Extension at 1890 Land-grant Institutions, including Tuskegee University, Central State University, and West Virginia State University; 1862 Land-grant Colleges and Universities; the University of the District of Columbia; and 1994 Land-grant Institutions. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of the project.
- Uses of assistance
The CYFAR SCP has two (2) strategic objectives: 1. To support community educational programs for at-risk children, youth, and families which are based on locally identified needs, soundly grounded in research, and which lead to the accomplishment of one of four CYFAR National Outcomes, and 2. To integrate CYFAR programming into ongoing Extension programs for children, youth, and families - insuring that at-risk, low income children, youth, and families continue to be part of Extension and/or 4-H programs and have access to resources and educational opportunities. The CMPC-PDTA has three (3) strategic objectives: 1. To provide professional development and technical assistance to the Land-grant institutions and Cooperative Extension Systems, in collaboration with other organizations, to ensure continued development and implementation of the 4-H program on military installations. 2. To support the development of Cooperative Extension's educational 4-H positive youth development programs (in local, often rural communities) for military-connected youth based on identified needs and soundly grounded in research. 3. To integrate 4-H Military Partnership programming into ongoing Extension programs for children, youth, and families - ensuring that military-connected youth continue to be a part of Extension 4-H programs and have access to resources and educational opportunities.
- Use restrictions
Pursuant to Section 1473 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977, as amended, 7 U.S.C. 3319, indirect costs and tuition remission are not allowable costs under Section 3(d) of Smith-Lever funded projects, and no funds will be approved for this purpose. Costs that are a part of an institution's indirect cost pool (e.g., administrative or clerical salaries) may not be reclassified as direct costs for the purpose of making them allowable. Grant funds awarded under this authority may not be used for the renovation or refurbishment of research, education, or Extension space; the purchase or installation of fixed equipment in such space; or the planning, repair, rehabilitation, acquisition, or construction of buildings or facilities.
- Length and time phasing of assistance
In accordance with statutory time limits, project periods, including no-cost extensions of time, are not to exceed five (5) years. Further details are provided in the Award document Form NIFA-2009 and the NIFA General Terms and Conditions Grants and Cooperative Agreements.
How to apply
- Criteria for selecting proposals
NIFA evaluates each application in a two-part process. First, each application is reviewed to ensure that it meets the administrative requirements set forth in the NOFO. Second, a peer-review process (https://www.nifa.usda.gov/nifa-peer-review-process-competitive-grant-applications) will be used to evaluate the scientific and technical merit of applications that have met the administrative requirements. After each peer review panel has completed deliberations, the responsible NIFA program staff will either recommend an application for support from available funds or decline an application due to insufficient funds or unfavorable review.
- Award procedure
Within the limit of funds authorized, the NIFA awarding official will make grants to eligible applicants whose applications are judged most meritorious under the procedures set forth in this NOFO. A formal notification in the form of a Notice of Award (NoA), signed by the Authorized Departmental Officer, will be provided to the applicant organization for successful applications. The NoA is the authorizing document and will be sent via email to the recipient's Authorized Representative.
