About this opportunity
The Health Resources and Services Administration is forecasting a cooperative agreement to establish and maintain a Children and Youth with Special Health Care Needs Research Network that generates evidence-based solutions for children and youth with special health care needs, including those with medical complexity, and their families; this is a forecast with no posted application due date.
Eligibility is limited to domestic public or non-profit institutions of higher learning and public or private non-profit agencies engaged in research or programs relating to maternal and child health or services for children with special health care needs. Domestic faith-based and community-based organizations, tribes, and tribal organizations are eligible to apply.
The research network will develop infrastructure to better understand promising approaches for interventions and measurement tools for children and youth with special health care needs, with emphasis on measures related to well-being and engagement that could integrate into services and supports families need.
This opportunity is assigned to the Special Projects of Regional and National Significance (SPRANS) program (CFDA 93.110). Under SPRANS, competitive awards are typically made for two to five years subject to availability of funds. After initial awards, annual non-competing continuation awards may be made contingent on submission of non-competing applications and progress reports, availability of funds, and a determination that continued funding serves the federal government's interest. Final decisions are made four to six months after application receipt. All qualified applications proceed to an objective review committee; the HRSA program official with delegated authority makes final selection and funding decisions. Grantees must maintain accounting records for three years after submission of the Federal Financial Report; non-federal entities expending $1 million or more in federal awards annually must undergo single or program-specific audit.
Forecast synopsis
The purpose of this program is to improve the lives of children and youth with special health care needs (CYSHCN), including those with medical complexity (CMC) and their families, by establishing and maintaining the research infrastructure needed to generate evidence-based solutions that help them thrive across the lifespan and participate fully in their communities. This research infrastructure will be used to better understand promising approaches for interventions and measurement for CYSHCN including measures related to well-being and engagement that could be integrated into services and supports that families need.
