About this opportunity
The Department of Health and Human Services Administration for Children and Families is seeking applicants for grants to support child abuse prevention in migrant and tribal communities, with applications due by August 7, 2026.
Eligible applicants are limited to federally recognized Indian tribes, tribal organizations, migrant programs, and nonprofit organizations with or without 501(c)(3) status that operate or plan to operate migrant or tribal programs. Collaborative efforts are permitted but require a primary applicant responsible for administering the grant. Individuals, federal entities, and foreign entities are ineligible. There is no cost-sharing requirement.
Total expected program funding is $706,600 across three awards. The minimum award floor is $150,000 and maximum ceiling is $235,500 for the first budget period. ACF will fund at least one tribal organization or Indian tribe and at least one migrant organization. The project period is five years, with each year constituting a separate budget period.
Funded projects will develop, operate, expand, enhance, and coordinate initiatives, programs, and activities to reduce the likelihood of child abuse and neglect consistent with Title II of the Child Abuse Prevention and Treatment Act. Projects must build protective factors helping tribal and/or migrant children, youth, and families develop resilience and skills that decrease risk. Successful projects will demonstrate measurable progress toward increasing access to family support and prevention services tailored to tribal and/or migrant families, improving child safety and well-being, and increasing knowledge and implementation of evidence-informed practices.
The expected project start date is September 30, 2026. Applications undergo merit review using six criteria: Objectives and Need for Assistance (20 points), Approach (40 points), Evaluation (15 points), Organizational Capacity (20 points), Budget (5 points), and Alignment with ACF Vision, Mission, Values, Priorities, and Guiding Principles (10 points), totaling 110 possible points. The CFDA number is 93.590.
Synopsis
The primary purpose of this Notice of Funding Opportunity (NOFO) is to support community-based efforts in tribal and migrant communities to strengthen families and protect children by preventing child abuse and neglect before it occurs. Funded projects will develop, operate, expand, enhance, and coordinate initiatives, programs, and activities to reduce the likelihood of child abuse and neglect, consistent with the goals outlined by Title II of the Child Abuse Prevention and Treatment Act (CAPTA). This legislation specifies that 1 percent of the available funding from Title II will be reserved to fund tribes, tribal organizations, and migrant programs. Projects will focus on building protective factors that help tribal and/or migrant children, youth, and families build resilience and develop skills, characteristics, knowledge, and relationships that decrease risk and contribute to positive outcomes. Successful projects will demonstrate measurable progress toward increasing access to family support and prevention services tailored to the needs of tribal and/or migrant families, improving child safety and well-being, and increasing knowledge and implementation of evidence-informed practices to prevent child abuse and neglect.
