About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications from State Workforce Agencies and Cooperating State Agencies for Fiscal Year 2026 Trade Adjustment Assistance Program funds, with applications due July 13, 2026.
Eligible applicants are State Workforce Agencies and agencies designated by Governors as Cooperating State Agencies. This is a mandatory entitlement program; states execute agreements with the Secretary of Labor to deliver benefits and services to certified trade-affected workers. Awards are non-competitive and distributed by formula.
The FY 2026 FUBA appropriation totals $47.433 million, comprising $34.933 million for Training and Other Activities (TaOA), $500,000 for Alternative/Reemployment Trade Adjustment Assistance (A/RTAA), and $12 million for Trade Readjustment Allowances (TRA). An initial $5.193 million was distributed to eight states demonstrating immediate need; remaining funds are available by request.
States must submit a complete SF-424 form via www.grants.gov and simultaneously email it to otaa.administrator@dol.gov, including opportunity number "ETA-TEGL-NO-01-25-C1" and written justification in Line 15 demonstrating need based on expenditure of at least 50 percent of FY 2023-2024 TaOA funds or unexpected increases in trade-affected workers. Documented funding estimates must include average training costs, expected participant numbers, and remaining available funds.
TaOA funds are available for three fiscal years (October 1, 2025 through September 30, 2028). TRA and A/RTAA funds are available for one fiscal year (October 1, 2025 through September 30, 2026). All requirements from TEGL No. 01-25 remain applicable, including compliance with the Trade Act of 1974, 20 CFR Part 618, WIOA, and 2 CFR Part 200. The program is in phased termination status as of July 1, 2022, with no new worker group certifications being issued. CFDA 17.245.
