About this opportunity

The Department of Health and Human Services Centers for Disease Control and Prevention is soliciting applications for cooperative agreements to strengthen immunization programs in priority countries, with full and open competition and a forecast designation. No application deadline is specified in this posting.

Eligible applicants include independent school districts, 501(c)(3) and non-501(c)(3) nonprofits, higher education institutions (public and private), state and local governments, tribal governments (federally recognized and not federally recognized), small businesses, for-profit organizations, public or Indian housing authorities, and other entity types. Foreign applicants are eligible. The funding instrument is a cooperative agreement.

The recipient will prevent, control, and eliminate or eradicate vaccine-preventable diseases including polio, measles, and rubella by improving immunization services, strengthening vaccine-preventable disease surveillance, and building outbreak preparedness and response capacity in priority countries. Work includes reaching high-risk and under-immunized populations through targeted approaches, supporting evidence-based decision-making via National Immunization Technical Advisory Groups, managing Pakistan's National Stop Transmission of Polio program, and assisting countries facing polio outbreaks or at high risk. Program evaluation and long-term sustainability enhancements are required. The agreement may support other global health priorities aligned with CDC goals.

The period of performance runs up to five years, with initial awards providing funds for the first 12-month budget period. Non-competitive continuation is available subject to satisfactory progress and fund availability. Applications are evaluated on scientific and technical merit, fund availability, and alignment with program and CDC priorities. The program is designated CFDA 93.318 (Protecting and Improving Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity and Security).

Forecast synopsis

This award aims to strengthen immunization programs in priority countries so they can better prevent, control, and eliminate/eradicate vaccine-preventable diseases (VPDs) like polio, measles, and rubella, reduce illness and death from these diseases, and respond to emerging global health threats.

The Recipient will build stronger systems in priority countries to prevent, detect, and respond to VPDs. This includes improving immunization services, strengthening VPD surveillance, and expanding the capacity to prepare for and manage outbreaks. The Recipient will also create and carry out targeted approaches to reach high-risk groups who are un- or under-immunized. Additionally, the Recipient will promote long-term sustainability of immunization programs-such as supporting evidence-based decisions through National Immunization Technical Advisory Groups (NITAGs)-and enhance program evaluation to increase impact. The Recipient will manage and coordinate Pakistan's National Stop Transmission of Polio (NSTOP) program and assist countries facing polio outbreaks or at high risk for them. This agreement may also support other global health priorities aligned with CDC goals.
