About this opportunity

The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a cooperative agreement to strengthen Bosnia and Herzegovina's capacity to combat transnational criminal organizations and TCO-related corruption through enhanced inter-agency collaboration and sustained U.S. partnerships, with applications due August 10, 2026 at 11:59 PM EST.

Eligible applicants are U.S.-based 501(c)(3) nonprofit organizations and U.S.-based educational institutions that demonstrate capacity to facilitate partnerships between Bosnia and Herzegovina institutions and U.S. counterparts. Cost sharing is recommended but not required.

One award is anticipated with a ceiling of $700,000 and a floor of $600,000. The initial project implementation period spans 30 to 36 months with an estimated start date of October 2026. Place of performance includes Bosnia and Herzegovina and U.S.-based partner locations.

Core program objectives include establishing and operationalizing at least three functional joint investigation teams, facilitating sustained U.S. practitioner mentorship partnerships, providing technical assistance for complex investigations, and strengthening asset management systems through U.S. agency partnerships. Applicants may propose alternative objectives and activities aligned with INL's main goal. When budgeting travel and per diem for Bosnia and Herzegovina government participants, applicants must use U.S. Government GSA/Department of State per diem rates for Bosnia and Herzegovina as the maximum allowable ceiling.

Evaluation criteria are weighted as follows: project analysis and design (50 points), program monitoring and risk (25 points), institutional record and capacity (10 points), and cost effectiveness (15 points). Unsuccessful applicants will be notified by November 2026.

Funding derives from FY2023 International Narcotics Control and Law Enforcement funds under the Foreign Assistance Act of 1961 and is subject to funding availability. This opportunity is assigned to the Criminal Justice Systems program (CFDA 19.703). Question submission deadline was July 8, 2026.
