About this opportunity
The Bureau of Justice Assistance within the Department of Justice Office of Justice Programs seeks applications for reimbursement payments under the State Criminal Alien Assistance Program (SCAAP, CFDA 16.606) for correctional costs incurred during the July 1, 2023, through June 30, 2024, reporting period, with applications due July 14, 2026.
Eligible applicants are state governments, county governments, and city or township governments that incurred costs incarcerating undocumented criminal aliens convicted of at least one felony or two misdemeanors who were incarcerated for a minimum of four consecutive days during the reporting period. This program imposes no cost share requirement.
SCAAP is a reimbursement mechanism; awards are calculated and prorated simultaneously based on submitted costs, inmate population figures verified by the Department of Homeland Security, and available Congressional appropriations. Historical awards have ranged from approximately $129 to $5.8 million, with the majority between $10,000 and $500,000. The program does not specify an award ceiling or floor for this fiscal year solicitation. Award periods typically extend through April 30, but no-cost extensions are available if specific criteria are met. SCAAP funds are "no year" funds with no time restrictions on expenditure; payments must be deposited into the recipient jurisdiction's general fund and used exclusively for correctional purposes, including correctional officer salaries and other incarceration-related costs.
Applicants must use their Unique Entity Identifier when applying. Award notification typically occurs by late September with fund release by mid-October. Authorized Representatives have 45 calendar days to accept awards through the JustGrants system. Records must be retained for three years from final expenditure report submission. Audit requirements follow 2 CFR 200 Subpart F.

OJP is committed to advancing work that furthers DOJ's mission to uphold the rule of law, to keep our country safe, and to protect civil rights. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
