About this opportunity
The Bureau of Justice Assistance is soliciting applications from state governments for the FY 2026 Residential Substance Abuse Treatment for State Prisoners Formula Grants Program, with applications due November 20, 2026. This opportunity is restricted to state governments only and carries a mandatory 25 percent cost share requirement, with federal funds covering no more than 75 percent of total project costs.
Approximately $26.3 million in federal funding will be distributed across an anticipated 56 awards. Awards are formula-based, with each state and territory receiving a base allocation of 0.4 percent of total program funds and remaining funds distributed proportionally based on each state's share of the U.S. prison population. The period of performance is 48 months beginning October 1, 2026.
The program funds residential substance use disorder treatment in state prisons and jails for adult and juvenile populations, evidence-based SUD treatment initiation or continuation in correctional facilities, and community-based aftercare services during reentry. Four program tracks are supported: pretrial SUD treatment, jail-based residential SUD treatment, prison-based residential SUD treatment, and stand-alone aftercare services. States must allocate at least 10 percent of their total state allocation to local correctional facilities for pass-through funding. Applicants must coordinate program design and implementation between state correctional representatives and state alcohol and substance use disorder agencies.
Administrative costs are limited to 10 percent of the total award. The SF-424 submission deadline is November 20, 2026 by 11:59 p.m. ET, and the full application is due in JustGrants by December 1, 2026 by 8:59 p.m. ET. SAM.gov registration or renewal must be completed by November 5, 2026. CFDA 16.593.
Synopsis
This is a notice of funding opportunity (NOFO) for the BJA FY2026 Residential Substance Abuse Treatment (RSAT) for State Prisoners Formula Grants Program. This opportunity provides formula grant funding to enhance the capabilities of state, local, and tribal governments to support residential substance use disorder (SUD) treatment to adult and juvenile populations in detention or incarceration, initiate or continue evidence-based SUD treatment in jails, prepare individuals for reintegration into the community, and assist them and their communities throughout the reentry process by delivering community-based treatment and other recovery aftercare services. This NOFO will increase access to treatment for individuals with substance use or co-occurring substance use and mental health disorders in detention or incarceration and improve continuity of care during and after reentry by delivering community-based treatment and other broad-based aftercare services.
