About this file
This is a Notice of Funding Opportunity (NOFO) for the BJA FY2026 Residential Substance Abuse Treatment (RSAT) for State Prisoners Formula Grants Program. The program provides approximately $26.3 million in federal funding distributed across an anticipated 56 awards to state governments to enhance residential substance use disorder (SUD) treatment capabilities for incarcerated and detained adults and juveniles, support evidence-based SUD treatment in correctional facilities, and deliver community-based aftercare services during reentry. Each state and territory receives a base allocation of 0.4 percent of total program funds, with remaining funds distributed proportionally based on each state's share of the U.S. prison population. The expected award period is 48 months beginning October 1, 2026. Awards are formula-based allocations with no maximum specified amount per recipient.
Eligible applicants are state governments only. The program requires a 25 percent cost sharing (match) requirement, with federal funds covering no more than 75 percent of total project costs. Applicants must coordinate SUD treatment program design and implementation between state correctional representatives and state alcohol and substance use disorder agencies. Four program tracks are supported: pretrial SUD treatment, jail-based residential SUD treatment, prison-based residential SUD treatment, and stand-alone aftercare services. States must allocate at least 10 percent of their total state allocation to local correctional facilities for pass-through funding. Administrative costs are limited to 10 percent of the total award amount. The Grants.gov SF-424 submission deadline is November 20, 2026, by 11:59 p.m. ET, with the full application due in JustGrants by December 1, 2026, by 8:59 p.m. ET. 1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the
U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the BJA FY2026 Residential
Substance Abuse Treatment (RSAT) for State Prisoners Formula Grants Program.
This opportunity provides formula grant funding to enhance the capabilities of state, local, and tribal governments to support residential substance use disorder (SUD) treatment to adult and juvenile populations in detention or incarceration, initiate or continue evidence-based SUD treatment in jails, prepare individuals for reintegration into the community, and assist them and their communities throughout the reentry process by delivering community-based treatment and other recovery aftercare services. The RSAT program supports:
• The development and implementation of RSAT programs in correctional and detention facilities, providing appropriate clinical assessment and intervention and substance use testing protocols for adults and juveniles incarcerated or detained.
• The establishment and maintenance of drug-free prisons and jails through evidence-based approaches that address underlying substance use treatment needs.
• The development and implementation of specialized residential prison and jail substance use treatment programs that identify and provide appropriate treatment for people with co-occurring mental health and substance use treatment needs, including clinically appropriate medications.
• The implementation of coordinated treatment and aftercare services both during incarceration and after release to ensure continuity of care and successful reentry.
This NOFO will increase access to treatment for individuals with substance use or co-occurring substance use and mental health disorders in detention or incarceration and improve continuity of care during and after reentry by delivering community-based treatment and other broad-based aftercare services.
See the Eligible Applicants section for eligibility details.

Agency Funding Priorities
In order to advance public safety and help meet its mission, OJP’s priorities include:
a. Directly supporting law enforcement operations (including immigration law enforcement operations);
b. Combatting violent crime;
c. Supporting services to American citizens;
d. Protecting American children; and
e. Supporting American victims of trafficking and sexual assault.
Unallowable Activities: The following are certain unallowable costs and certain activities that are out of the program scope and will not be funded.
1. Out of program scope is any program or activity, at any tier that, directly or indirectly, violates (or promotes or facilitates the violation of) federal immigration law (including 8 U.S.C. § 1373) or impedes or hinders the enforcement of federal immigration law—including by failing to comply with 8 U.S.C. § 1373, give access to DHS agents, or honor DHS requests and provide requested notice to DHS agents.
2. Out of program scope is any program or activity, at any tier, that violates any applicable Federal civil rights or nondiscrimination law. This includes violations that (1) indirectly violate the law, including by promoting or facilitating violations;
or (2) unlawfully favor individuals in any race or protected group, including on a majority or minority, or privileged or unprivileged basis, within a given area, population, or sector.
U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 6
3. As specified in the DOJ Grants Financial Guide in Chapter 3.13, “Unallowable
Costs” (“Legal Services for Aliens”), any obligations of funds, at any tier, under this award to provide (or to support the provision of) legal services to any removable alien or any alien otherwise unlawfully present in the United States shall be unallowable costs for purposes of any award made under this notice, but the foregoing shall not be understood to apply: (1) to legal services to obtain protection orders for victims of crime; or (2) to immigration-related legal services that may be expressly authorized or required by any law, or any judicial ruling, governing or applicable to the award.
Goals and Objectives of This Funding Opportunity
Goal 1: SUD Treatment in Correctional Settings
• Objective 1: Enhance the capabilities of states and units of local and tribal governments to provide residential substance use treatment in correctional settings.
• Objective 2: Provide SUD treatment services within correctional facilities that address substance use disorders and criminogenic risk factors associated with reoffending.
• Objective 3: Maintain structured, therapeutic, and drug-free correctional environments that support institutional safety, behavioral change, and successful participation in treatment programming.
Goal 2: Reentry Planning and Coordination
• Objective 1: Improve transition planning to connect with services and supports before release.
• Objective 2: Strengthen coordination between correctional staff, community supervision agencies, treatment providers, and law enforcement to support stable reentry into the community and protect public safety.
Goal 3: Community-Based Aftercare and Recovery Support
• Objective 1: Enhance public safety by promoting accountability and long-term recovery by connecting individuals with comprehensive aftercare services in the community, including treatment, recovery support, education, job training, and housing that reduce the likelihood of relapse and reoffending.
The NOFO supports four program tracks: pretrial SUD treatment, jail-based residential
SUD treatment, prison-based residential SUD treatment, and stand-alone aftercare services; for detailed program requirements and eligibility criteria for each track, see the
BJA RSAT webpage. A state may use amounts received for nonresidential SUD treatment aftercare if the chief executive officer of the state certifies that the state is providing, and will continue to provide, an adequate level of residential treatment services (see Appendix A).

Expected Outcomes
OJP expects recipients to submit deliverables and performance reports, as described below. Read the Application Resource Guide for more information. OJP will measure success by reviewing a recipient’s submission of performance reports and data, and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.
Deliverables
Recipients do not need to submit any deliverables other than the standard items in the
Post-Award Requirements and Administration section.
Performance Reports
OJP requires recipients to submit regular performance reports that communicate progress toward achieving the Program Goals and Objectives. Read information on performance reporting.
A list of performance measure questions for this funding opportunity can be found at the
RSAT Program Questionnaire.
Cost Sharing (Match) Requirements
This funding opportunity requires cost sharing (match) from the award recipient. Read the DOJ Grants Financial Guide for additional definitions and requirements of cost sharing (match), including the allowable sources of both in-kind and cash cost sharing.
Recipients must satisfy this cost sharing (match) requirement with cash and/or in-kind contributions.
BJA will waive any requirement for matching funds (including in-kind) under $200,000 for all awards made to American Samoa, Guam, U.S. Virgin Islands, and Northern
Mariana Islands unless otherwise required by law to be provided; and may waive any requirement for matching funds equal to or over $200,000 for all awards made to those territories, or to the Trust Territory of the Pacific Islands. The $200,000 amount is determined on a grant-by-grant basis, not by the aggregate total of all matching requirements applicable to an insular area (48 U.S.C. § 1469a).
Explanation of the Calculation
This funding opportunity requires a 25 percent match based on the total project costs.
Federal funds awarded may not cover more than 75 percent, and you must cover at least 25 percent of the total project costs.
Read the Application Resource Guide for steps on calculating the amount of match based on your budget.
