About this opportunity
The Bureau of Justice Assistance is soliciting applications for the FY 2026 Harold Rogers Prescription Drug Monitoring Program with an application due date of September 23, 2026. No cost share is required. BJA anticipates awarding approximately $30.58 million across 15 awards with a ceiling of up to $2 million per award for a 24-month period beginning October 1, 2026.
Eligible applicants are state governments (including all U.S. states, territories, and the District of Columbia), federally recognized tribal governments, and non-federally recognized tribal organizations. Applicants may submit only one application.
The program funds enhancement of prescription drug monitoring systems to collect, analyze, and share controlled substance prescription data through centralized databases. BJA prioritizes PDMP capacity to exchange data via RxCheck Hub, integration of PDMP data with health information exchanges and electronic health records, engagement with tribal entities and rural areas where integration rates are lower, and advancement of PDMP data linkage and analysis to support law enforcement and clinical decision-making.
The two-step application process requires submission of a completed SF-424 form in Grants.gov by September 23, 2026 at 11:59 p.m. ET, followed by full application submission in JustGrants by September 30, 2026 at 8:59 p.m. ET. Application components include a proposal abstract (2,000 characters maximum) and narrative (10-page maximum, double-spaced), budget with justification, memorandum of understanding with partners, and supporting documentation.
The proposal narrative is evaluated on four weighted sections: Description of Need (5%), Project Goals and Objectives (15%), Project Design and Implementation (35%), and Capabilities and Competencies (30%), with the budget representing 15% of the application score. Recipients must ensure PDMP systems have capacity for RxCheck Hub data exchange and submit regular performance reports.
The program is classified under Assistance Listing 16.754.
Synopsis
This is a notice of funding opportunity (NOFO) for the BJA FY2026 Harold Rogers Prescription Drug Monitoring Program (PDMP). This opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency. PDMPs help state and local governments to detect and prevent the diversion and abuse of pharmaceutically controlled substances such as opioids and other prescription drugs. The primary function of a PDMP is to facilitate the collection, analysis, and reporting of information on the prescribing, dispensing, and use of prescription drugs with a state, commonwealth, district, or territory. The goal of the Harold Rogers PDMP is to strengthen states' and territories' ability to maintain and enhance their existing PDMPs by accommodating local decision-making based on state laws and preferences and replicating promising practices. As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.
