About this opportunity

The Department of Energy's National Energy Technology Lab is offering the Bipartisan Infrastructure Law (BIL) Smart Manufacturing and Recycling Tactics for States (SMART) funding opportunity. This $63 million cooperative agreement program aims to support two key areas: 1) Helping states establish or expand programs that provide small and medium-sized manufacturers access to smart manufacturing technologies, high-performance computing, and workforce training; and 2) Enabling state and local governments to set up or enhance battery collection, recycling, and reprocessing programs to strengthen the domestic battery supply chain. Eligible applicants for the first area are state entities, while the second area is open to state and local government entities. The application deadline is September 16, 2024, and DOE expects to make award selections in December 2024.

This funding opportunity is authorized under the Bipartisan Infrastructure Law (BIL) Sections 40534 and 40207(f)(3), and is part of the DOE's Manufacturing and Energy Supply Chain Demonstrations and Commercial Applications program. The maximum award for the first area is $2 million with a 23.1% cost share requirement, while the second area has a maximum of $10 million with a 50% cost share. The funded projects will support the modernization of the nation's energy infrastructure and the transition to a decarbonized energy system across the United States.
