About this opportunity
The Defense Advanced Research Projects Agency's BioLogical Undersea Energy program seeks proposals to develop power supplies that capture and convert marine biomass into electrical power for onboard use by ocean-deployed sensor systems. The BLUE program aims to produce self-refueling power supplies generating at least 0.1 kW for over one year while submerged within 180L and 200kg to enable long endurance sensing. Proposals are due April 30, 2024 for this opportunity assigned under the Research and Technology Development program. Awards will take the form of procurement contracts or cooperative agreements selected based on technical merit and benefit to national security objectives.
Multiple awards are expected to be issued for this opportunity. During phase one, awards will fund a 21-month base period to demonstrate 0.01 kW output. An optional 9-month phase two may then scale the technology to 0.1 kW. Places of performance will occur at applicant sites and may include educational institutions, nonprofit research organizations, or commercial firms with the scientific capabilities to conduct basic, applied or advanced scientific research.
Synopsis
The BioLogical Undersea Energy (BLUE) program seeks to develop power supplies that capture and convert microscopic forms of marine biomass (e.g., dissolved organic matter (DOM), phytoplankton, zooplankton) and other substances (e.g., microplastics, nutrients) into electrical power. These power supplies are intended for onboard use by ocean-deployed sensor systems presently powered by batteries. They are to self-refuel and operate fully submerged and deliver battery-level power without being serviced far longer than is possible by comparably sized battery packs. BLUE power supplies will enable high capability and long endurance ocean-deployed sensor systems.
