About this opportunity

The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is forecasting a Notice of Funding Opportunity to solicit applications for access to a state-of-the-art Biological Testing Facility (BTF) for contraceptive and reproductive health product development, with nine rolling application deadlines beginning September 7, 2026, and concluding May 7, 2029.

Eligible applicants include higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, small businesses, state and local governments, county governments, tribal governments (federally recognized and not federally recognized), special district governments, public or Indian housing authorities, and independent school districts. Foreign organizations are eligible; foreign components of U.S. organizations are not eligible. Applicants do not require existing NIH funding but receive priority consideration if funded at the time of application.

The facility provides preclinical and IND/IDE-enabling services including fertility studies, pharmacokinetics/pharmacodynamics, toxicology, reproductive tract histopathology, sperm morphology and motility analysis, and formulation development for oral, injectable, implant, and transdermal routes. There is no associated budget; access to facility services is provided based on merit, capacity, and funding availability. Service requests cannot exceed 12 months unless pre-approved. Highest priority is given to late-stage preclinical compounds and devices with validated molecular targets; projects with only chemical hits, leads, or unknown mechanisms are deprioritized.

Applications undergo administrative evaluation using specified review criteria assessing rationale, feasibility, deliverables, material availability, and target validation. Successful applicants receive facility access instructions and must comply with NICHD data sharing requirements, making all resources and data publicly available one year post-completion.

The opportunity uses the X01 activity code and CFDA 93.865 (Child Health and Human Development Extramural Research).
