About this opportunity

The Department of the Army Materiel Command is soliciting applications for disruptive technology research and development through the Army Applications Lab Broad Agency Announcement, with a due date of April 4, 2029.

Eligible applicants include institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations of all sizes. The BAA is continuously open from April 5, 2024 through April 4, 2029. No specific funding amounts are reserved; awards will be made competitively as funding availability permits.

Funding instruments available include procurement contracts, grants, cooperative agreements, Other Transactions for Research, and Other Transactions for Prototype. The BAA funds basic and applied research aligned with Army modernization priorities, including autonomous platforms, artificial intelligence and machine learning, data visualization, assured position/navigation/timing, power generation, sensing, communications, computation, space applications, Internet of Things, and quantum technologies.

The application process requires two stages: applicants must first submit whitepapers that, if favorably evaluated, may be invited to submit full proposals. The Army Research Laboratory strongly encourages prospective applicants to contact the relevant technical point of contact before preparing whitepapers or proposals to determine alignment with available funding and Army needs.

Evaluation criteria emphasize overall scientific and technical merit, alignment with Army mission and modernization priorities, applicant capabilities and experience, qualifications of key personnel, and reasonableness of proposed costs. Proposals are typically reviewed within six months of submission; awards are normally made within three months of notification. The preferred period of performance is three years with each year as a severable unit; the maximum acceptable period is five years.

This opportunity is assigned to Assistance Listing 12.431 (Basic Scientific Research).
