About this opportunity
The U.S. Department of State's Bureau of Educational and Cultural Affairs seeks a single 501(c)(3) nonprofit organization to curate and manage the U.S. exhibition at the International Architecture Biennale in Venice, Italy, advancing international understanding of American values through innovative architectural designs. Eligible applicants must be U.S.-based nonprofits with certified 501(c)(3) status, a Unique Entity Identifier (UEI), active SAM.gov registration, and must require participating architects to be U.S. citizens or permanent residents. The evaluation panel will assess proposals on five equally weighted criteria (10 points each): architectural merit and suitability for the Venice Biennale, exhibition concept and design quality, advancement of U.S. foreign policy goals, organizational capacity and expertise, and promotion of American public diplomacy goals. Applications are accepted on a rolling basis with three review cycles: proposals submitted March 23–June 3, 2026, are reviewed for the 20th Biennale (May–November 2027) with notification by August 2026; proposals submitted December 16, 2027–February 29, 2028, are reviewed for the 21st Biennale (May–November 2029) with notification by May 2028; and proposals submitted December 1, 2029–February 26, 2030, are reviewed for the 22nd Biennale (May–November 2031) with notification by May 2030. Cost-sharing is mandatory, and applicants should direct questions to Rain Bian (BianRC@state.gov) or Jill Staggs (StaggsJJ@state.gov).
The grant provides up to $375,000 per 18-month biennale cycle, with $125,000 designated for Peggy Guggenheim Collection staffing and operations and the remaining $250,000 allocated for exhibition development, production, installation, and curator travel. The award period spans 18 months aligned with each biennale cycle, with all applications required to include completed SF-424 series forms, proposal narratives (15 pages maximum), detailed budgets, monitoring and evaluation plans, personnel information, letters of agreement with featured artists and curators, timelines, and partner support letters submitted via Grants.gov. The primary place of performance is Venice, Italy, where the U.S. exhibition will be developed, produced, and installed at the International Architecture Biennale.
