About this opportunity
The U.S. Department of Labor's Employment and Training Administration is announcing a funding opportunity to support state-incurred expenses related to participation in enhanced identity verification services offered through GSA's Login.gov at Identity Assurance Level 2 (IAL2). States must submit complete grant applications through Grants.gov by April 30, 2026, at 11:59 p.m. Eastern Standard Time, including completed SF-424 and SF-424A forms, a Full Project Plan using the provided template, and a budget narrative. Eligible applicants include state workforce agencies from the 25 Group 1 states that signed Data Sharing Agreements by June 28, 2024 (required to complete onboarding by September 30, 2026) and the 22 Group 2 states already utilizing the previous offering. The Department will evaluate applications based on their alignment with implementation timelines, budgeted costs for staff and technical expenses, and capacity to maintain separate non-digital ID verification options. The Department will pay transaction costs for at least two years following each state's deployment or two years from this announcement's publication, subject to funding availability.
The discretionary grant program offers up to $400,000 per state, with total available funding of $18.8 million ($10 million allocated to Group 1 states and $8.8 million to Group 2 states). The grant period runs 36 months from January 1, 2026, through December 31, 2028, during which states must submit quarterly narrative progress reports and financial reports to track implementation and expenditures. Performance will take place throughout recipient states as they onboard to and operate the enhanced identity verification services. States receiving funds must agree to disclose confidential unemployment compensation information to the Department's Office of Inspector General for fraud investigation purposes and comply with federal grantmaking oversight requirements under Executive Order 14332.
