About this opportunity
The Department of Labor, on behalf of the Department of Education, is soliciting applications for the American History and Civics Education – National Activities program (Assistance Listing 84.422B) by July 13, 2026.
Eligible applicants include public and private higher education institutions, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and for-profit organizations with demonstrated expertise in evidence-based approaches to American history, civics, government, or geography instruction and professional development. The program does not require cost share or matching funds.
The Department estimates $19,800,000 in total available funding for approximately 10 awards ranging from $500,000 to $1,000,000 per 12-month budget period. The project period is up to 36 months with potential renewal for an additional 24 months. Work is performed throughout the United States.
The program promotes innovative, evidence-based strategies for teaching American history, civics, government, and geography, with emphasis on benefiting students from low-income and underserved populations. The Department encourages strong partnerships between eligible entities, local educational agencies, and state educational agencies. Applications must reflect best available research and practice in teaching and learning. One absolute priority focuses on innovation, scalability, accountability, and service to underserved populations. Two competitive preference priorities are available: Promoting Patriotic Education (up to 10 points) and Returning Education to the States (0 or 10 points).
Evaluation employs five selection criteria totaling up to 100 points: quality of project design (30 points), significance (10 points), quality of management plan (20 points), adequacy of resources (20 points), and quality of project evaluation or evidence building (20 points). The program restricts indirect cost rates, prohibits subgrants for directly carrying out project activities, and enforces supplement-not-supplant requirements. An intergovernmental review deadline is September 21, 2026.
