About this opportunity

The Air Force Research Laboratory (AFRL) is seeking proposals from U.S. educational institutions to establish a University Center of Excellence (uCoE) for Compositional Optimization, Dynamical Systems and Control (CODAC). This is a joint effort across multiple AFRL directorates, including the Air Force Office of Scientific Research (AFOSR), Information Directorate (RI), Autonomy Capability Team (ACT3), and Munitions Directorate (RW). The objective is to perform unclassified basic and applied research addressing Air Force and Space Force needs in optimization and decision-making. Proposals will be evaluated on technical merit, relevance to DoD missions, and the qualifications of key personnel. White papers are due by March 3, 2025, and full proposals (by invitation only) are due by April 21, 2025.

AFRL anticipates making at least one grant award of up to $1,150,000 per year for a maximum of five years, with a total potential funding ceiling of $5,750,000. The base period is three years with a two-year option period contingent upon passing a midterm review. The program falls under the Air Force Defense Research Sciences Program (CFDA 12.800) and does not require cost sharing or matching funds. Research is expected to be conducted at the recipient institution(s).
