About this opportunity

The Administration for Community Living is soliciting applications for state-level implementation of the National Strategy to Support Family Caregivers, with applications due July 22, 2026. Only State Units on Aging authorized to administer Title III-E of the Older Americans Act are eligible; one application per state is accepted. Cost sharing of 25% of total project costs (non-federal resources) is mandatory.

Up to $3,000,000 in total funding will support up to 6 awards, with individual awards ranging up to $490,000 per applicant per 24-month budget period. The period of performance runs from September 30, 2026 to September 29, 2028, with an expected award date of September 30, 2026. Work is performed statewide by each grantee state.

Grantees must establish cross-agency partnerships at the state level, with mandatory collaboration between the State Unit on Aging (lead agency), the State Developmental Disabilities Agency (required partner), and at least one additional state agency. Implementation must address at least three of five National Strategy goals: increasing caregiver awareness and outreach; advancing partnerships and engagement; strengthening services and supports; ensuring financial and workplace security; and expanding data and research-based practices. Up to, but not to exceed, the first six months of projects may be dedicated to planning and coordination with partners; at the end of the planning period, grantees must submit a sustainability plan detailing continuation of activities following the period of federal funding.

Merit review allocates 100 points across five criteria: Project Relevance and Current Need (10 points), Approach (40 points), Project Impact (20 points), Capability and Expertise (10 points), and Budget (20 points). Applications must comply with 2 CFR 200 regulations and HHS Grants Policy Statement requirements.

The opportunity is assigned to CFDA 93.052 (National Family Caregiver Support, Title III, Part E).

Synopsis

The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA). Successful grantees will use the framework provided by the 2022 National Strategy to Support Family Caregivers (the Strategy) as the basis for their proposed projects. Under this NOFO, ACL is interested in supporting state implementation of the principles, recommendations and actions as stated in the Strategy. Grantees will be expected to develop a range of cross-agency partnerships at the state level to identify which of the Strategy's goals, recommendations and stated actions they wish to address on a statewide basis. Up to, but not to exceed, the first six months of their projects, grantees will be permitted to undertake a period of planning and coordination with project partners. At the end of the planning period, grantees must submit a sustainability plan detailing how project activities and accomplishments will be maintained and continued following the period of federal funding. During the remainder of their two-year projects, grantees will focus on implementation and execution of their proposals.
