About this opportunity
The Administration for Community Living (ACL) is seeking cooperative agreements from State Units on Aging (SUAs) to implement the 2022 National Strategy to Support Family Caregivers. Applicants must demonstrate collaboration between the state developmental disabilities agency and at least one other state agency, with a focus on addressing at least three of the Strategy's five goals: increasing caregiver awareness, advancing partnerships, strengthening services, ensuring financial security, and expanding data and research. Qualified applicants are limited to state agencies authorized to administer Title III-E of the Older Americans Act, with only one application accepted per state. Key evaluation criteria will likely include the comprehensiveness of the proposed cross-agency partnerships, the potential for sustainable implementation, and the ability to develop meaningful interventions for family caregivers. Critical dates include a Letter of Intent due by 07/02/2025, an Informational Conference Call on 07/01/2025, and the final application deadline of 07/16/2025.
The grant opportunity will award up to four cooperative agreements of $490,000 each, with a total estimated funding of $1,960,000. The project period is 24 months, with the anticipated start date of 09/01/2025, and requires a 25% non-federal cost match. During the first six months, grantees will be permitted to undertake planning and coordination with project partners, followed by two years of implementation and execution. Successful applicants must submit a sustainability plan detailing how project activities and accomplishments will be maintained after the period of federal funding. The place of performance will be at the state level, with grantees expected to develop comprehensive strategies to support family caregivers across their respective states.
Synopsis
The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA). Successful grantees will use the framework provided by the 2022 National Strategy to Support Family Caregivers (the Strategy) as the basis for their proposed projects. Under this NOFO, ACL is interested in supporting state implementation of the principles, recommendations and actions as stated in the Strategy. Grantees will be expected to develop a range of cross-agency partnerships at the state level to identify which of the Strategy's goals, recommendations and stated actions they wish to address on a statewide basis. Up to, but not to exceed, the first six months of their projects, grantees will be permitted to undertake a period of planning and coordination with project partners. At the end of the planning period, grantees must submit a sustainability plan detailing how project activities and accomplishments will be maintained and continued following the period of federal funding. During the remainder of their two-year projects, grantees will focus on implemetation and execution of their proposals.
