About this opportunity
The Centers for Disease Control and Prevention is seeking applicants for cooperative agreements to strengthen country systems for detecting, notifying, and responding to outbreaks aligned with the 7-1-7 target (detect within 7 days, notify within 1 day, respond within 7 days), with an application deadline of August 14, 2026.
Eligible applicants include state and local governments, nonprofits, institutions of higher education, for-profit organizations, small businesses, foreign entities, and Native American organizations. A 10-point funding preference is available for in-country local partners meeting specific definitions.
The CDC anticipates awarding 5 to 10 cooperative agreements totaling $25 million in Year 1 funding. Individual awards are subject to component ceilings: $4 million (Component 1: Core Priorities), $3 million (Component 2: Rapid Response to Localized Outbreaks), $5 million (Component 3: Regional Response), $8 million (Component 4: National/Cross-Border Response), $4 million (Component 5: Small-Scale Emerging Disease), and $8 million (Component 6: Large-Scale Emerging Disease). Awards will fund five 12-month budget periods across a five-year performance period, with an expected award start date of September 30, 2026.
Activities must be conducted outside the United States and its territories in countries with CDC bilateral presence (including Bangladesh, Cameroon, Kenya, Nigeria, Uganda, Vietnam, and 25 others) or designated regions (Caribbean, Central America, Central Asia, Middle East and North Africa, South America). The program emphasizes strengthening surveillance, expanding laboratory readiness, enhancing information flows, and improving response operations through the Detect-Notify-Respond framework.
Applications are evaluated on background and approach (35 points), evaluation and performance measurement plan (30 points), and organizational capacity (35 points). The CDC retains the right to fund applications out of merit order to avoid duplication, accommodate emergencies, ensure geographic coverage, and maintain operational capacity in selected countries. The assistance listing is 93.318.
Synopsis
This Notice of Funding Opportunity (NOFO) supports strengthening country systems to detect, notify, and respond to outbreaks in alignment with the 7-1-7 target. Activities under this award are intended for implementation outside the United States and its territories. Building on previous outbreak experience and other international health emergencies, this NOFO advances American interests by reinforcing systems that protect both the United States and recipient nations. Activities focus on improving early detection of biological threats, timely notification across sectors and borders, and effective response to contain outbreaks before they spread. Efforts include strengthening surveillance, expanding laboratory readiness, enhancing information flows, and improving response operations to reduce health and economic effects. These activities emphasize burden sharing, accountability, and efficiency to ensure benefits to Americans at home and abroad, while supporting recipient nations in achieving long-term self-reliance and stability.
