About this opportunity
This cooperative agreement from the Department of State Bureau of International Security and Nonproliferation seeks proposals to advance existing Baltic IT tools for customs in Latvia or Estonia. Eligible applicants include U.S. non-profits, domestic and foreign for-profits, and educational and research institutions. Proposals are due by March 4th and should support partner capacity to counter Russian malign influence through risk analysis, targeting, and reporting tools to efficiently screen for and identify illicit trade. Evaluation will consider an applicant's experience interfacing with customs agencies and ability to access necessary trade data. Optional one page diversity, equity, inclusion and accessibility plans will also factor into scoring.
Approximately $234,074 is available for a 24 month project period to install analytical platforms ingesting and analyzing multi-source trade data using business intelligence and risk management tools. Funding is provided through the Nonproliferation, Anti-terrorism, Demining, and Related Programs-EXBS program (CFDA 19.901) to meet strategic trade control capacity goals and counter threats from Russia in Latvia or Estonia.
Synopsis
The purpose of this award is to support partner capacity to effectively counter Russian malign influence in port of entry data security.
