About this opportunity
The Department of State's Office of the Nonproliferation and Disarmament Fund is soliciting applications for a cooperative agreement to advance civilian nuclear power in Türkiye, with applications due July 23, 2026 at 11:59 PM ET. Cost share is not required. The award ceiling is $1,640,100, with a preferred funding level of $750,000 and one anticipated award expected.
Eligible applicants include domestic and foreign non-profit organizations, public and private higher education institutions, foreign public entities, public international organizations, U.S. federal government entities, and for-profit organizations. Department of Energy National Laboratories are eligible but must submit directly to ACN-NDF-Grants@state.gov and will establish interagency agreements outside the MyGrants platform.
The project funds bilateral civil nuclear energy partnership with Türkiye across two lines of effort: civil nuclear regulatory and licensing best practice exchange through regulator-to-regulator dialogue on safety culture and best practices, and civil nuclear financing options development through ongoing consultancy providing technical advisory services for nuclear new-builds, risk assessment, stakeholder identification, and alternative financing roadmap development. While applications may address a single line of effort, the program prefers proposals addressing both objectives. The grantee will collaborate with ACN/NDF on best practices guide development, workshop planning, participant selection, and stakeholder engagement with intended beneficiaries including Türkiye's Nuclear Regulatory Authority, Türkiye Nuclear Energy Company, and Ministry of Energy and Natural Resources Nuclear Energy Directorate.
The maximum period of performance is 36 months. Proposals must not exceed six pages and include a detailed budget, budget narrative, key personnel resumes, and performance monitoring capabilities. Applicants must register in SAM.gov and MyGrants before submission. All international grantees must comply with audit requirements equivalent to OMB Circular No. A-133, and records must be retained for three years from program office verification of successful completion. The CFDA number is 19.224.

The Department of State's Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites non-profit/non-governmental organizations, international organizations, educational institutions, for-profit organizations, and U.S. federal government entities to submit proposals for projects that will advance the mission of NDF's nuclear security, safety, and nonproliferation special project. Funds provided under this grant shall be used to develop and implement a program of cooperation with Türkiye on the development, procurement, deployment, and operation of its civil nuclear energy infrastructure. This project seeks to counter the nuclear proliferation and security threats and nuclear safety, security, and nonproliferation-related hazards associated with Türkiye's selection of non-U.S. reactors and associated supply chains, as well as potential Turkish interest in nuclear cooperation with non-U. S. companies.
