About this opportunity

The Department of State's Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is soliciting applications for cooperative agreements to advance civilian nuclear power in Türkiye, with an application deadline of July 23, 2026 at 11:59 PM ET. No cost share is required. The award ceiling is $1,640,100 total available funding with an estimated preferred award of $750,000; ACN/NDF may issue a single award or multiple awards up to the total available funding. Proposals exceeding the estimated figure will be viewed less favorably, but only proposals exceeding the total available funding will be automatically disqualified.

Eligible applicants include 501(c)(3) nonprofits, non-501(c)(3) nonprofits, small businesses, for-profit organizations, public and private higher education institutions, international organizations, public international organizations, foreign public entities, U.S. federal government entities including Department of Energy National Laboratories, and other entities. All applicants except Department of Energy National Laboratories must register with a Unique Entity Identifier and maintain active SAM.gov registration and submit through MyGrants. Department of Energy National Laboratories may submit directly to ACN-NDF-Grants@state.gov and will receive an interagency agreement if selected.

The period of performance is 36 months maximum. Proposals must address one or both of two lines of effort: Civil Nuclear Regulatory and Licensing Best Practice Exchange (regulator-to-regulator exchanges and sharing of nuclear regulatory best practices) and Civil Nuclear Financing Options Development (international financing technical advisory services to Turkish stakeholders on nuclear project funding models). Proposals addressing both lines of effort will be viewed more favorably.

The project aims to develop and implement cooperation with Türkiye on development, procurement, deployment, and operation of civil nuclear energy infrastructure while countering nuclear proliferation and security threats and hazards associated with Türkiye's selection of non-U.S. reactors and associated supply chains. Intended beneficiaries are Turkish nuclear stakeholders including the Nuclear Regulatory Authority, Türkiye Nuclear Energy Company, and the Ministry of Energy and Natural Resources Nuclear Energy Directorate.

For-profit organizations may not earn profit under this award. No profit is permitted. Substantial government involvement is expected throughout implementation, including quarterly reviews, collaborative identification of key partners and stakeholders, and expeditious review of deliverables. Quarterly financial and progress reports using Form SF-425 and narrative reports must be submitted to MyGrants, with a final report due within 120 calendar days after award expiration.

Proposals must not exceed 6 pages (excluding cover page) and must fully address at least one line of effort. Applicants must submit key personnel resumes or detailed position descriptions (one page or less per person, consolidated into a single document), a detailed line-item budget in Microsoft Excel format (minimum 10-point font, single-page letter size), and a budget narrative explaining each line item. Indirect costs may be claimed up to 10% of Modified Total Direct Costs if no Negotiated Indirect Cost Rate Agreement exists; organizations with agreements must submit documentation. Unallowable costs include policy advocacy, entertainment, and alcoholic beverages.
