About this opportunity
The National Institutes of Health is soliciting applications from current recipients of specific NIH research grants for administrative supplements to provide additional funding to cover unforeseen increased costs within the scope of peer-reviewed and approved projects, with applications due November 30, 2028.
Eligibility is broad: higher education institutions (public and private), nonprofit and for-profit organizations, state and local governments, tribal organizations, federal agencies, and other entity types all may apply. The parent award must be active and not in a co-cost extension; the research proposed in the supplement must be accomplished within the current competitive segment and must remain within the original peer-reviewed scope. No cost share is required. There is no guarantee that funds are available from the awarding Institute or Center, and applicants must discuss potential requests with the awarding ICO grants and program officials prior to submission.
Applications are routed directly to the Grants Management Officer of the parent award for administrative evaluation based on budget justification, overall impact, and alignment with the parent award's original research goals. Budget requests are limited to no more than the amount of the current parent award. No peer review is conducted; administrative evaluation occurs at the NIH staff level.
The opportunity has been expanded to include the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) and the Environmental influences on Child Health Outcomes (ECHO) Program as participating components. Participating institutes and centers span the full scope of NIH mission areas. Foreign subawards and subcontracts are prohibited as of May 1, 2025; all activities with foreign institutions must align with the existing parent award, and unfunded international collaborations or foreign consultants are permissible.
The funding opportunity is classified under multiple Assistance Listing / CFDA numbers reflecting the parent grant programs from which eligible supplements may be drawn, including cancer research, cardiovascular and lung disease, mental health, biomedical research, and other NIH priority areas. Supplements do not require new merit review and serve as prior approval requests under NIH Grants Policy Statement Section 8.1.2.11.
Synopsis
Current recipients of specific types of NIH research grants may apply for administrative supplements, using this Notice of Funding Opportunity (NOFO), to provide additional funding to a currently funded grant to meet increased costs that are within the scope of the peer-reviewed and approved project, but that were unforeseen when the new or competing renewal application was awarded. Applications for administrative supplements are considered prior approval requests (as described in Section 8.1.2.11 of the NIH Grants Policy Statement) and will be routed directly to the Grants Management Officer of the parent award. There is no guarantee that funds are available from the awarding IC or for any specific grant. Therefore, prior to submission, applicants must discuss potential requests with the awarding ICO grants and program officials.
Eligibility
Other Eligible Applicants: Indian/Native American Tribal Governments (Other than Federally Recognized); Eligible Agencies of the Federal Government; U.S. Territory or Possession; Faith-based or Community-based Organizations; Regional Organizations; Non-domestic (non-U.S.) Entities (Foreign Organizations). Reminder: This NOFO supports administrative supplements to existing projects. To be eligible, the parent award must be active (i.e., not in a co-cost extension), and the research proposed in the supplement must be accomplished within the competitive segment. The proposed supplement must be to provide for an increase in costs due to unforeseen circumstances. All additional costs must be within the scope of the peer reviewed and approved project. IMPORTANT: The research proposed in the supplement application must be within the peer-reviewed scope of the NIH-supported grant project. Foreign Organizations/International Collaborations: All activities with foreign institutions must align with existing parent award. NIH will no longer issue awards (new, renewal, or non-competing continuation) to domestic or foreign entities that involve foreign subawards/subcontracts. All NIH-funded research involving foreign subawards/subcontracts must be submitted in response to a NOFO that is specifically designated for funded international collaborations. This new requirement was effective, May 1, 2025. Applications involving foreign subawards/subcontracts submitted in response to this NOFO will be deemed noncompliant and will not be considered for funding. This policy applies to all monetary international collaborations resulting in foreign subawards/subcontracts, however, it does not preclude unfunded international collaborations or foreign components, funding for foreign consultants, or procurement of unique equipment or supplies from foreign vendors.
