About this opportunity

The Department of State's Bureau of International Narcotics and Law Enforcement Affairs is soliciting a cooperative agreement to digitize paper-based criminal court files in Lebanon's Financial Prosecutor's Office and Court of Cassation's General Prosecutor's Office in Beirut. The project will convert existing case records into searchable electronic records using pre-existing Docuware software to expedite investigations and prosecutions of individuals associated with Foreign Terrorist Organizations and Transnational Criminal Organizations while strengthening collaboration between U.S. and Lebanese law enforcement agencies. Eligible applicants include U.S.-based and foreign-based 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and private or public higher education institutions; applicants must demonstrate at least five years' experience digitizing criminal case files for non-U.S. partner governments. The evaluation criteria will assess project context, theory of change, implementation plan, evidence of past success, sustainability planning, and organizational financial capability through a comprehensive proposal narrative. Key deadlines include April 23, 2026 for submission of written questions and May 26, 2026 at 11:59 PM EST for proposal submission via Grants.gov.

The total funding available is $900,000 with award values ranging from a minimum of $700,000 to a maximum of $900,000, with one award anticipated. The project implementation period spans 20 months beginning in August 2026. All applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov, and award recipients will be subject to compliance with federal regulations including anti-discrimination laws, trafficking in persons certifications, and Leahy Amendment vetting requirements, with quarterly performance reporting required through INL's DevResults system.

Synopsis

By digitizing criminal court files, the project will expedite investigations and prosecutions, ensuring that individuals accused of collaborating with Foreign Terrorist Organizations (FTO)s or Transnational Criminal Organizations (TCO)s, including those who threaten U.S. Interests, are held accountable. Enhanced digital access will also strengthen collaboration between U.S. and Lebanese Law Enforcement Agencies, enabling both countries to access criminal case files in minutes rather than months. This will significantly enhance the ability of U.S. agencies to investigate and disrupt FTO and TCO activities in Lebanon, directly supporting U.S. national security objectives.
