The National Park Service is soliciting competitive grant applications for the continued operation, security, and maintenance of on-site memorials of the September 11, 2001 attacks, with applications due August 5, 2026. Eligible applicants are limited to 501(c)(3) nonprofit organizations that own and/or operate covered memorials located at the World Trade Center or Pentagon attack sites; covered memorials must offer free admission to active and retired military, registered 9/11 first responders, victims' family members, and the general public at least once weekly. A mandatory 1:1 non-federal cost-share requirement applies, with non-federal contributions consisting of cash, in-kind contributions, or volunteer services per 2 CFR 200.306.

Total funding available is approximately $4 million, with individual awards ranging from $100,000 to $4 million and 1–3 expected awards. The period of performance runs from September 7, 2026, through September 30, 2027, with performance at covered memorial locations.

Applicants submit a 20-page maximum narrative addressing five equally weighted evaluation criteria (20% each): project need (visitor security and safety), project budget (cost reasonableness and realism), project impact on operation/security/maintenance, project impact on preservation and education, and project impact on visitation by economically disadvantaged visitors. Required application materials include SF-424, SF-424A, detailed budget, project abstract, and single audit documentation as applicable. Prior to award, applicants must register in SAM.gov and Grants.gov and certify compliance with Executive Orders regarding DEI programs and historical accuracy. Post-award requirements include Federal Financial Reports (SF-425) and program performance reports documenting 1:1 non-federal match and metrics tracking memorial operations, public access, preservation, education, and visitor numbers.
