About this forecast

The Department of Homeland Security's Federal Protective Service contracting office, FPS AD CCG, is forecasting a new requirement to replace the video security system at the Charles F. Prevedel US Courthouse, with an estimated solicitation release on December 7, 2026 and an estimated award on January 4, 2027. The replacement consists of a head-end server, multiple desktop stations, ancillary equipment including switches, routers, and UPS units, and a minimum of 30 cameras with approximately 71 views, procured on a firm fixed price basis through a GSA Schedule and set aside for total small business. A direct lightning strike late last year rendered approximately 60% of the existing video system inoperable, and the remaining components are degrading at an accelerated rate.

The estimated award value range is $500,000 to $1,000,000, with an estimated period of performance from January 4, 2027 through May 31, 2027. Place of performance is East St. Louis, Illinois, and the work is performed for the Federal Protective Service Region 6 requirements office. Points of contact are Adam Reynoso, Contract Specialist, at adam.l.reynoso@fps.dhs.gov or (972) 868-7725, and Edgar Rubio at edga.rubio@fps.dhs.gov or (816) 704-0599.

Forecast text

The proposed action is for the replacement of the existing Video Security System (VSS) with a new system that consists of a head-end server, multiple desk-top stations, ancillary equipment (switches, routers, UPS, etc.), and a minimum of 30 cameras with approximately 71 views. (CONTEXT) Video Surveillance Systems are required at all Facility Security Level 4 federal facilities and at any federal facility, regardless of Facility Security Level, based on the Necessary Level of Protection. Late last year, a direct lightning strike to the building rendered approximately 60% of the video system inoperable, with the remaining components degrading at an accelerated rate. This facility is located in a critical crime location and without this required system, the facility's security posture is significantly reduced and the danger and threat to the safety and the security of customers, stakeholders, contractors, and the public are increased.
