About this forecast

The Centers for Medicare and Medicaid Services is conducting a competitive recompete for continuation of the National Implementation of HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems) Survey, with solicitation release estimated for January 25, 2027 and award on May 3, 2027. The contractor will revise the HCAHPS survey instrument and add new modes of survey implementation, maintaining HCAHPS as a core set of questions for stand-alone or combined administration with hospital-specific items, designed to support CMS's comparative public reporting, Congressional healthcare disparity reports, and hospital quality improvement activities.

The estimated award value ranges from $20 million to $50 million on a firm fixed-price basis for a five-year period of performance beginning June 1, 2027. The contract will be awarded as a GSA Multiple Award Schedule (MAS) order under the Professional Services vehicle. Theresa Famolaro (theresa.famolaro@cms.hhs.gov, 410-786-6696) and Contracting Officer Kelly Housein (kelly.housein@cms.hhs.gov, 410-786-2352) are points of contact at CMS.

The recompeted award is GSA Federal Supply Schedule contract GS10F0166R, a multiple-award consulting, facilitation, and survey services contract originally awarded on January 14, 2005 with an ultimate completion date of January 13, 2025 and a ceiling value of $70,973,556. Health Services Advisory Group is the incumbent contractor.

Forecast text

The purpose of this task order is to continue Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) National implementation, including revising the survey instrument and adding new modes of survey implementation. HCAHPS should be seen as a core set of questions that can be administered as a stand-alone questionnaire or combined with a broader set of hospital-specific items. HCAHPS is designed to gather only the necessary data that CMS needs for comparative public reporting, as well as items that are used for Congressional reports on healthcare disparities, and should complement, not replace, data that hospitals are currently collecting that support improvement in internal hospital customer services and related activities.
