About this forecast
The Department of the Navy Naval Air Systems Command Naval Air Warfare Center Aircraft Division Patuxent River is conducting a competitive consolidation to establish a single-award indefinite-delivery contract for Cyber Warfare Department Services, with solicitation release estimated for October 1, 2026, and award targeted for July 1, 2027. The requirement consolidates two existing contracts and will encompass research, development, testing, evaluation, training, support, and sustainment of cyber capabilities for platforms, weapons, sensors, and related systems. The contract requires Top Secret facility and personnel clearances and is priced on a cost-reimbursement basis.
The estimated award value ranges from $250 million to $1 billion over a 60-month period of performance. Work is performed at 47123 Buse Road, Suite 540, Patuxent River, Maryland 20670. The procurement is a single-award competitive new contract equal to or greater than $250 million under NAVAIR's contracting office at PAX (UIC N00421).
The consolidation recompetes two existing awards: contract N0042123D0021, a single-award small business set-aside indefinite-delivery contract awarded to The Mil Corporation on September 15, 2023, with a ceiling of $224,378,153.89 and ultimate completion date of September 14, 2028; and contract N0042122F3000. Under the current N0042123D0021 contract, The Mil Corporation delivers cyber warfare engineering support and research, development, test, and evaluation services through multiple delivery orders, including a $91.5 million cost-plus-fixed-fee order for administrative support and R&D&T&E services (issued February 16, 2024, extending through February 15, 2028) and four additional orders totaling approximately $79.7 million issued in April 2024, all performed at Lexington Park, Maryland.
