About this opportunity
The Naval Air Warfare Center is conducting market research and soliciting sources-sought feedback on its intent to re-compete a single award small business IDIQ contract for the Cyber Warfare Department, with responses due July 15, 2026. This is a Notification of Intent only; all information is draft and subject to change pending release of the formal RFP.
The contract covers cyber research, design, integration, development, test, and associated engineering services under NAICS 541715 Exception 1 (Research and Development in Aircraft, Aircraft Engine and Engine Parts), with a 1,500-employee size standard. The government will structure the IDIQ with four CLINs: cyber research and engineering services via Firm Fixed Price and Cost Plus Fixed Fee mechanisms, other direct costs for material on a Cost No Fee basis, and other direct costs for travel on a Cost No Fee basis. Dollar values for each CLIN are not yet determined.
The government intends a hybrid pricing approach enabling both cost-plus and firm fixed price task orders based on best value determinations at the order level, considering requirement maturity, definition, duration, deliverables, funding availability, contractor interdependencies, market volatility, and automation integration. Defense Cyber Work Force labor category requirements remain unchanged, though contractors may propose alternative labor categories, outcomes, and hours during execution.
Evaluation will employ a Best Value Trade Off methodology with down selections based on past performance and corporate experience, followed by technical evaluation of management, resourcing, work understanding, and a technical sample task oral presentation by critical performers, concluding with cost evaluation. No dedicated industry day precedes draft RFP release, though a Pre-Solicitation Conference may be conducted afterward. No response to this notice is required.
