About this opportunity

The Bureau of Reclamation intends to solicit an Indefinite-Delivery Indefinite-Quantity contract for laboratory analysis of zooplankton in reservoir water quality samples, with a sources-sought deadline of September 15, 2026 at 10:00 AM Mountain Time and anticipated solicitation release in October 2026. The Government is evaluating a total small business set-aside based on market research results. Work will be performed at the contractor's facility and covers the Upper Colorado Basin and Lower Colorado Basin regions. The contractor must perform taxonomic identification to species or genus level per APHA Standard Methods 10200 and ITIS standards, enumerate a minimum of 400 natural units, calculate biovolume, and deliver analyses within 60 days of sample receipt (one year for backlogged samples). Analytical results must achieve accuracy within 90 percent confidence limits, with quality assurance/quality control procedures required. The anticipated five-year contract period runs October 1, 2026 through September 30, 2031. Sample volumes include an anticipated base-year backlog of up to 100 samples, up to 120 newly collected samples annually from the Upper Basin, and up to 136 samples annually from the Lower Basin, all on a firm-fixed-price per-sample basis. The Government reserves the right to verify up to 5 percent of samples through independent laboratory comparison and requires corrective re-analysis within 24 hours at no additional cost if deficiencies are identified. Interested firms must submit capabilities statements of no more than five pages by September 15, 2026 to Kyle Goddard at kyle_goddard@ios.doi.gov.
