About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Notice of Intent to Award a sole-source contract to Carl Zeiss Microscopy, LLC for preventative maintenance services on a Government-owned Zeiss Crossbeam 540 system. This Special Notice, posted on March 9, 2026, is not a request for competitive quotations but rather a formal announcement of the FBI's intention to award a firm-fixed-price commercial services contract to the original equipment manufacturer (OEM). The contract falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J066 (Maint/Repair/Rebuild of Equipment - Instruments and Laboratory Equipment). Carl Zeiss Microscopy, LLC is located at One North Broadway, White Plains, NY 10601, and will be the sole awardee unless competing vendors can demonstrate capability to meet the Government's requirements.

The FBI intends to award this contract solely to Carl Zeiss Microscopy because the company is the original equipment manufacturer and the only authorized provider of maintenance, repair, and proprietary service support for the Crossbeam 540 platform; third-party service providers are not authorized by the OEM to perform preventative maintenance services, access diagnostic software, or obtain genuine replacement parts. Interested contractors must submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov by 5:00 PM ET on March 20, 2026, demonstrating the ability to provide OEM-authorized service for the Zeiss Crossbeam 540. All responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company's Unique Entity ID (UEID) and business size classification. While this is designated as a sole-source procurement, the FBI is accepting capability statements from any responsible source that believes it can meet the OEM-mandated technical and service requirements, though the determination to award to Carl Zeiss Microscopy is expected unless compelling evidence is provided to the contrary.

Notice text

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

This announcement constitutes the only notice that will be published.

The Federal Bureau of Investigation (FBI) intends to award a one-time, sole-source, firm-fixed-price, commercial services, contract to Carl Zeiss Microscopy, LLC., located at One North Broadway, White Plains, NY. 10601, for the purchase of preventative maintenance services for the Government-owned Zeiss Crossbeam 540 system.

The applicable North American Industrial Classification System (NAICS) code is 811210 - Electronic and Precision Equipment Repair and maintenance, and the Product Service Code (PSC) is J066 – Maint/Repair/Rebuild of Equipment – Instruments and Laboratory Equipment.

Carl Zeiss Microscopy LLC is the original equipment manufacturer (OEM) and the only authorized provider of maintenance, repair, and proprietary service support for the Crossbeam 540 platform. The OEM does not authorize third-party service providers to perform PM services, access diagnostic software, or obtain genuine replacement parts required to maintain system performance and warranty compliance. As a result, no other vendors are capable of meeting the Government’s technical and OEM-mandated service requirements.

This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov. Responses must be received no later than 5:00 PM ET on March 20, 2026, and must clearly demonstrate the ability to provide OEM-authorized service for the Zeiss Crossbeam 540.

No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.

No reimbursement will be made for any costs incurred in providing capability information.

Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
