About this opportunity

The Department of Veterans Affairs (VA) Connecticut Healthcare System is seeking a Single Award Task Order Contract (SATOC) for mechanical construction and maintenance services at its West Haven and Newington campuses. This Indefinite-Delivery Indefinite-Quantity (IDIQ) contract will support ongoing facilities construction, alterations, and repair of buildings and structures, with a focus on mechanical-related services. The procurement will use a request for proposal (RFP) process under FAR Parts 15 and 36, with the solicitation expected to be posted on December 19, 2024. Contractors must be registered in the System for Award Management (SAM) and certified by the SBA Veteran Small Business Certification (VetCert) at the time of proposal submission and throughout the contract duration. While specific evaluation criteria were not explicitly detailed, contractors will need to demonstrate capability to perform mechanical maintenance, repair, and construction work across VA healthcare facilities.

The contract is exclusively set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238220 with a size standard of $19 million. The SATOC will have a 5-year base period, with individual task orders ranging from $2,000 to $1,000,000 and a total contract value not exceeding $7.5 million. Task orders will be firm-fixed-price and include specific wage determinations, with pricing calculated using RS Means cost references and contractor-proposed coefficients. Each task order will have its own completion date, and work will primarily involve HVAC-R, plumbing, steam distribution systems, and incidental electrical work. Contractors will be required to coordinate closely with facility staff, manage site security, obtain necessary badges, and comply with VA specifications and environmental regulations.
