Update #5 · Latest ·
This solicitation amendment is to answer questions from industry.
QUESTION 1: We also were provided roof access today - where we discovered that there are rooftop anchors situated every 10-20ft apart around the perimeter of the building. Our guide confirmed that they have not been inspected for the last 10 years - so they will all need re-tested, and we will need proof of this work being done prior to the work start. Being a physical part of the hospital's property - I would assume that would be their responsibility to pay for the inspections/testing. Can we please confirm that this will be done by the hospital prior to March, or do we need to arrange this work ourselves and factor it into our bid?
ANSWER 1: VA will have the tie offs inspected/tested separately for the Main Building and this will be done before March 2023. However, the contractor still has to use a lift to clean the Energy Center since it has zero (0) tie offs.
Update #4 ·
The purpose of this solicitation amendment is to provide answers to questions posed by industry.
Answers from the Government are shown in Red.
1. In the solicitation, it mentions utilizing a chemical to remove the stains, however this is under the subject of cleaning. Industry standard for cleaning will be one price, while restoration will be far different. Does the government understand the difference between a cleaning and a restoration? We understand the different between a cleaning and a restoration. We are asking the vendor to use a mild chemical (such as soap) with a soft brush to remove the existing stains as much as possible.
2. It seems that the government want to pay for cleaning yet receive restoration level final services. Is this solicitation for a restoration, or for a cleaning? This solicitation is for cleaning.
3. Please understand, there is no safe way to utilize acids on glass and they are not considered mild, it creates an imperfect surface which lends itself to re-staining at a significantly faster rate. Are you open to a non-chemical alternative that will leave the glass in like new condition? GANA makes no mention of restoration, only general and post construction maintenance. Is contractor to stick to the GANA guidelines, as per the contract, or providing an additional solution that meets the specifics listed under cleaning service ? Yes, we are open to a non-chemical alternative. Acid is not permitted.
4. The solicitation sounds as if the contractor is responsible for picking the cleaning agents and chemicals versus an engineer / COR specifying what is to be used, is there an approval process for the cleaning agents/ chemicals given? No, there isn t an approved process. We are asking that the contractor to use a mild chemical that will not harm the limestone, aluminum siding, or glass.  The contractor can select a product and submit for review and approval.
5. Relative to limestone, is VA Maintenance Section looking for a cleaning or restoration? - This is a cleaning using a mild chemical (such as soap) with a soft brush.
6. Is the exterior limestone, Oolite or Dolomite? We are not sure, but please attend the final site visit on Friday, Oct 14th at 2:00pm to determine.
7.Are the mortar joints and caulking joints being addressed prior to the cleaning? No.
8. Will government be requiring mockups? It is our preference, given the scope is involving processes that can affect adjacent materials and provide different quality of results? Mockups would be preferred, but not required. Again, this is a cleaning not a restoration.
9. If the contractor provided an anchor testing company to perform the certification of anchors, would that change the preferred method of cleaning? Please use a lift.
10.Several spots on the building are not reachable via lift, would you be reviewing the work plans to make sure companies performing the work are within compliance of OSHA 1910.26 subpart D? - Yes
11. Is government clear on what final results can and will look like when the exterior is only cleaned vs restored? How can contractor be ensured there is an apples-to-apples comparison vs apples -to-oranges? Yes, we understand the stains on limestones may be difficult to remove and if a restoration is needed, it will be a separate service contract.
Update #3 ·
The purpose of this solicitation amendment is to provide answers to questions posed by industry, extend the deadline for submissions, provide an updated deadline for additional questions, and provide a final site visit for vendors.
Questions and Answers:
I also need to know the last time all of the roof anchors were inspected?  Rappelling anchors need to be inspected a minimum of once per year.Â
The rappelling anchors haven t been inspected, we prefer vendors to use a lift for any cleaning or maintenance.
I would also like to know the last date that the building was professionally cleaned from top to bottom? Do you know the cleaning process used?
August 2013. We don t know the previous cleaning process.
Do you prefer contractors to use a lift or can they rappel from the building?Â
We prefer vendors to use a lift.
Could there be another site visit for contractors to look closer at the stains to determine the proper cleaning solutions?
Yes Please see a date/time for the final site visit for this requirement below.
Are there any subcontracting restrictions to this work?
This requirement is set-aside for VA CRE Verified SDVOSB s. There are no subcontracting restrictions to this requirement provided the contract is under $250,000.00. If it goes above 250K then it would be subject to the limitations on subcontracting rules per the FAR and CFR.
There did not seem to be a mandatory walk through on the site. I was going to visit the site on Wednesday 10/5 to confirm the scope of work. Would this be ok?
There was a non-mandatory site visit for the requirement that was held last week. I have scheduled a final site visit (see below). You can certainly visit the sites in question at your convenience outside of the site visit window However, no POC will be able to provide you with more information or confirm the scope of work.
Would you require site supervision or constant presence from the SDVOSB site superintendent? We would have a site superintendent / foreman figured to help meet requirements of OSHA / safety standards at the contractor level.
No, SDVOSB site superintendent is not necessary. We require a site superintendent or foreman to ensure OSHA and all applicable safety standards are met for the requirement. Please see SOW section 1.6 Safety Requirements.

Update #2 ·
The purpose of this solicitation amendment is to provide answers to questions from industry.
Question #1: I did read through the SOW but need some clarity on how many windows would fall under the approximate 126,560 SF of glass stated in the PWS. We price per window and would be sure to give the Government our very best fair and reasonable cost if the window count could be provided.
Answer #1: Our windows and glass panels are of different sizes. A price per window is not suitable for this acquisition due to these size variances. We have provided the approximate amount of Sq Footage (126,560) in the SOW and feel that this would give a more realistic price than number of windows. Please see attached pictures (3) for reference.
