About this opportunity

This pre-solicitation notice is seeking a contractor to upgrade electrical systems at the Tomah VA Medical Center in Tomah, Wisconsin. The Department of Veterans Affairs requires replacement of surge protection devices for main service panels in four buildings, replacement of batteries for the primary service switchgear, repair of generator fuel tanks leaking surface water into fuel, and installation of heat cable on roofs of seven buildings. Location: Tomah VA Medical Center, Tomah, WI

The Tomah VA Medical Center has a requirement to Upgrade Electrical Systems at the Tomah VA Medical Center, 500 E. Veterans Street, Tomah, WI 54660.

Contractor shall provide for and furnish all labor, materials, equipment, temporary protection, qualified supervision, overtime, and other items designated in the specifications and as shown on the drawings for the construction to upgrade the electrical systems.

Several electrical systems are in need of repair and a few tasks related to those systems are in need of attention. In summary:

Surge protection devices (SPD) for buildings 240A, 400, 401, and 406 main service panels are not working. Those devices need to be replaced as soon as possible,

Batteries for DC relay for the primary service switchgear are failing in building 428. The battery system needs to be replaced with new AGM batteries,

Generator Fuel Tanks have surface water leaking into fuel and must be corrected, and

Heat cable for melting roof snow and ice are needed on buildings 401, 402, 403, 404, 406, 407, and 408.

The project is scheduled to have a period of performance of 180 calendar days after the Notice to Proceed is issued by the Contracting Officer.

The North American Industry Classification Code (NAICS) for this procurement is 238210 Electrical and Other Wiring Contractors with a size standard $19 Million size standard applies.

Estimated price range for construction is between $200,000 to $400,000.

Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Small Business (SB) set-aside UNLESS TWO OR MORE SDVOSB FIRMS RESPOND WITH INTEREST TO THIS SOLICITATION BY TUESDAY, MARCH 21ST. Please email amy.burger@va.gov.

If the CO has a reasonable belief that a sufficient number of SDVOSB will bid to create fair competition, the bid will be a 100% SDVOSB set-aside.

In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the SBA database.

The solicitation (including any/all specifications and drawings) will be posted to SAM.GOV (https://sam.gov/). A pre-bid conference/site walk-through shall be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend.

All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.

Vendors are responsible to monitor and download the solicitation and any amendments associated with this solicitation from https://www.sam.gov.
