About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking contractors to install campus fall protection systems at the VA Southern Nevada Healthcare System in Las Vegas, Nevada. The project addresses critical safety deficiencies where fall protection was not installed during hospital construction, creating OSHA violations and increased danger to employees and contractors working on rooftops around HVAC equipment, roof drains, PV inverters, skylights, windows, and roof access points. The scope includes augmenting existing fall protection devices across Buildings 1-7, Building 1 Basement Mezzanine, and Loading Dock Retaining Walls to provide compliant safety access for maintenance personnel. The government will award a firm-fixed-price construction contract based solely on price evaluation criteria without conducting discussions with offerors. The proposal submission deadline has been extended to June 20, 2025, at 9:00 AM PDT, with a mandatory pre-bid site visit having been conducted on May 21, 2025.
This solicitation is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 236220 for Commercial and Institutional Building Construction. No incumbent contractors are identified in the documentation, though multiple potential bidders attended the pre-solicitation site visit including companies such as Borja Engineering & Construction, Prime Access, Anderson & Sons Contracting, and Safe Construction Group. The estimated contract value falls between $1-2 million based on the construction magnitude indicated in the pre-solicitation presentation, though the RFP references an estimated value of $45 million which appears to be an error. The contractor must complete all work within 210 calendar days after receiving the Notice to Proceed, with an expected contract award date of approximately July 16, 2025. All work will be performed at the VA Southern Nevada Healthcare System campus located at 6900 N. Pecos Road, North Las Vegas, Nevada 89086.

Update #1 ·
SOLICITATION-DESCRIPTION
Project Purpose: During construction of the hospital, fall protection on the roof was not installed in all needed areas and therefore has left portions of the buildings on the VASNHS campus deficient. The omission of compliant fall protection devices in specific fall hazard areas causes increased danger to employees and contractors. The lack of fall protection violates OSHA standards. The purpose of this project is to augment existing fall protection devices by adding additional devices where such danger exists, and none have been previously provided. The intent is to make fall protection safeguards available to persons working or otherwise occupying the specified areas where such dangers exist. The Fall Protection System is to provide ease of access for maintenance not limited to the HVAC equipment, roof drains, PV inverters, skylights, windows, and unprotected access thru roof access ladders and hatches except where such features are accessible by ground based mobile lifts. In addition, this project will address issues found on the FCA.
