The Southeast Louisiana Veterans Healthcare System seeks proposals from service-disabled veteran-owned small businesses to design and build corrections to miscellaneous HVAC issues at several buildings on its New Orleans campus. Interested offerors may download the full request for proposals from Beta SAM starting on or around May 8, 2020, with proposals due June 9, 2020. The contract will be awarded within 30 days thereafter to the responsible offeror whose proposal follows the solicitation instructions and is determined most advantageous to the government considering the evaluation factors of technical approach, past performance and price/cost.
The procurement is set aside 100% for SDVOSBs under NAICS 236220 with a size standard of $39.5M. The work location is the New Orleans campus. The construction cost is estimated between $250,000 to $500,000 and the contract performance period will be 180 calendar days from notice to proceed.

This procurement will be issued as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through RFP procedures under FAR 15 and other FAR Parts and Subparts as applicable. The Southeast Louisiana Veterans Healthcare System (SLVCHS) New Orleans, Louisiana has a requirement to design and build (Design/Build) a project to Correct Miscellaneous HVAC issues.
The contractor shall provide all labor, materials, tools, equipment and supervision necessary to Design and Build (DB) a project to address multiple HVAC issues identified in the Research Building 8 (Section P) Level 5, Diagnostic and Testing Building (Section F & G) Level 5 and Transitional Living & Rehabilitation Building 6 (Section M3) Level 3. Work may include but is not limited to the following: addressing roof penetrations from ductwork and various leaks associated with the impacted exhaust fans, installing service platforms for maintenance access to Mechanical equipment, etc.
The tentative date for issuing the RFP is on or around May 8, 2020, with proposals due
approximately 30 calendar days later on-or-around June 9, 2020 (the RFP will state the exact time/date that proposals are due). The anticipated contract award date is approximately 30 calendar days or less after receipt of proposals. The Contract Performance Period is 180 calendar days after issuance of the Notice to Proceed.

NAICS Code 236220 (Commercial and Institutional Building Construction) is applicable to this RFP and the Small Business Size Standard is $39.5M. The Construction Cost Range for this project (Magnitude of Construction) is between $250,000 and $500,000.
Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the scheduled Site Visit. Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted.

Amendments to this RFP will not be mailed but will be posted at the Beta SAM website. Offerors are responsible for obtaining the RFP (and associated documents/attachments) from the Beta SAM website and for acknowledging all Amendments to the RFP. It is the responsibility of all interested offerors to check the Beta SAM website as necessary for any Amendments to the RFP (to include the day bids are due).
In accordance with VAAR 819.7003 Eligibility, at the time of submission of a proposal, the offeror must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is verified for eligibility in the Vendor Information Pages (VIP) database on the U.S. Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization s VIP website (https://www.vip.vetbiz.va.gov/) and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo. To be considered for award, SDVOSB concerns must be registered and verified in the VetBiz Registry as a SDVOSB and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo . SDVOSB concerns must also be registered in the System for Award Management (SAM) database and must have a current VETS-4212 Report on file at www.dol.gov/vets/vets4212.htm in order to submit offers and be eligible for award.
