About this opportunity
The National Park Service is seeking contractors for the comprehensive rehabilitation of the Tuolumne Meadows Wastewater Treatment Plant at Yosemite National Park through project YOSE 215363. The procurement involves replacing a 50-year-old extended aeration wastewater treatment plant and associated infrastructure, including demolishing existing facilities, replacing disposal ponds with an enclosed holding tank, upgrading force mains and a recreational vehicle dump station, and installing modern primary, secondary, and tertiary treatment components with solids handling capabilities. The project is classified under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45.0 million. Contractors must demonstrate federal construction experience, California licensing, adequate bonding capacity, and wastewater treatment plant expertise. The National Park Service is currently conducting market research through a Sources Sought Notice to determine appropriate solicitation methods and potential small business set-asides, with responses due August 4, 2025, at 2:00 PM Mountain Time.
No set-aside designation has been determined yet, as the agency is evaluating potential small business or socio-economic set-asides based on market research responses. The construction magnitude is expected to exceed $50 million, positioning this as a major infrastructure investment for the National Park Service. The new wastewater treatment plant will process an average of 60,000 gallons per day during its seasonal operation from May to October. The project includes a performance period of 2,190 calendar days and is anticipated to be awarded as a competitive Firm-Fixed-Price contract. The full solicitation is expected to be posted in the 4th quarter of 2025, likely around September, with work to be performed at the challenging 8,600-foot elevation site accessible via Tioga Road. The seasonal operational constraints and remote mountain location present unique logistical considerations for potential contractors.
