About this opportunity
The Department of the Interior National Park Service National Office has issued a Special Notice for the rehabilitation of the Tuolumne Meadows Wastewater Treatment Plant in Yosemite National Park, designated as project YOSE 215363. This comprehensive project involves replacing a 50-year-old extended aeration wastewater treatment plant and its associated infrastructure, including two disposal ponds, a force main, effluent spray field, and recreational vehicle dump station. The facility operates seasonally from May to October at an elevation of 8,600 feet and processes an average of 60,000 gallons per day. However, this Special Notice has been canceled and contractors are now directed to refer to a Sources Sought Notice with the same project name. The project falls under the NAICS code 237990 for Other Heavy and Civil Engineering Construction and the PSC code Y1NE for Construction of Water Supply Facilities.
The purpose of this market research initiative is to identify qualified contractors capable of delivering a modern wastewater treatment facility with primary, secondary, and tertiary treatment components and solids handling capability, with an estimated construction value exceeding $50 million. The National Park Service is requesting detailed information from both large and small businesses by August 4, 2025, at 2:00 PM Mountain Time, including company details, business classification, bonding capacity, relevant project experience, and technical capabilities. The project presents unique challenges due to its remote high-altitude location, limited access, and restricted staging areas. The agency anticipates issuing a competitive Request for Proposals in the fourth quarter under a Firm-Fixed-Price contract structure. Based on the market research responses, the solicitation may potentially include small business or other socio-economic set-asides to promote diverse contractor participation.
