About this opportunity

The Department of Veterans Affairs Veterans Health Administration Program Contracting Activity (PCAC) has published a Special Notice announcing its intent to sole source a construction contract to National Project Management LLC, a Service-Disabled Veteran-Owned Business (SDVOSB). The procurement concerns project #558-26-711, which involves constructing a new concrete-encased duct bank at the Durham North Carolina VA Health Care System. The duct bank will extend from the property edge to Building 1, room FG126, and will be constructed using 4,000 psi concrete with 36 inches of cover to the bottom of pavement. The work scope includes trenching through asphalt, sidewalk, and curb surfaces; installation of an electric pull box; conduit installation into the building; and testing and utility locating services. The estimated contract value ranges between $25,000 and $100,000, with a performance period of 133 calendar days from notice to proceed.

The VA's objective is to award this construction contract to National Project Management LLC under the sole-source authority provided by FAR 6.103-5, given the contractor's status as a Service-Disabled Veteran-Owned Business. However, the government invites any responsible source that believes it can meet project requirements to submit capability statements by February 26, 2026, at 3:00 PM ET to andrew.mathews2@va.gov. Interested contractors must submit capability statements not exceeding four single-sided pages in PDF format (4MB maximum) that include company information and UEI number, business size classification, a statement of interest, and up to three examples of similar work completed within the past seven years with project details and references. The applicable NAICS code is 237130 (Power and Communication Line and Related Structures Construction) with a size standard of $45 million. While the government reserves the right to use submitted information for market research purposes and is under no obligation to provide feedback to respondents, this represents an opportunity for contractors to demonstrate capability for potential award consideration.
