About this opportunity
The Department of Veterans Affairs Technology Acquisition Center has published a Special Notice announcing its intent to award a sole-source contract to Anderson Engineering Inc., a Service-Disabled Veteran Owned Small Business (SDVOSB). The contract pertains to providing construction period services during the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades Project at the Omaha VA Medical Center. The Veterans Health Administration's Program Contracting Activity plans to negotiate directly with Anderson Engineering Inc. under the authority of VAAR 819.7008, which permits sole-source awards to verified SDVOSBs. The requirement falls under NAICS code 541330 (Engineering Services) with a small business size standard of $25.5 million. This notice serves as formal notification of the government's intention rather than a solicitation for proposals.
The primary purpose of this notice is to inform the marketplace of the VA's business decision to proceed with a sole-source award while providing an opportunity for other capable sources to express interest. Any responsible source believing it can meet the requirement may submit a capability statement to the designated government email addresses by October 22, 2025 at 1:00 PM Eastern Time. However, the government retains complete discretion to determine whether to compete the requirement based on any responses received. The notice explicitly states that no solicitation document exists, no telephone or email inquiries will be accepted, and no contract award will be made based on responses to this notice. The government emphasizes that this process serves market research purposes and does not obligate any contract award or acknowledgment of submissions received.
